Enlighten, an Alion company is seeking a proven Senior Proposal Manger who is used to doing it all: incorporates the proposal capture strategy, proposal themes, customer hot buttons, and discriminators through assigned sections, as well as develop resource Basis of Estimates (BOEs) and Integrated Master Schedules (IMSs). This position will work closely with the Business Development, Volume Lead, Subject Matter Experts (SMEs), and functional departments as necessary (e.g., Contracts/Subcontracts, Quality, Procurement) for proposal content.

The Senior Proposal Manager will learn the approved proposal processes, participates in reviews, provides pricing support, maintain configuration control of assigned sections, and incorporates changes from all amendments and Q&As. Will develop, write to, and support most sections (Technical, Management, Past Performance, and Cost Volumes) in accordance with the proposal schedule, the compliance matrix/proposal outline, and within the allocated page count. Develop any necessary data calls to complete the assigned sections and will issue them to subcontractors and/or functional groups. Host standup progress reviews to provide status of section writing assignments and other proposal actions assigned. Ensure the assigned sections are compliant with all Request for Proposal (RFP), Request for Information (RFI), Request for Quote (RFQ), and Request for White Paper (RWP) and amendment documents / requirements.

Primary Responsibilities: 

  • Layout and design all proposal response templates, documents, schedules, Action Items, Matrices, and annotated outlines for the assigned proposal sections
  • Review and analyze the RFP/RFI/RFQ/RWP and assure clear understanding of all requirements
  • Write assigned proposal sections in accordance with the proposal schedule, the compliance matrix/proposal outline, and within the allocated page count
  • Review all amendments and Q&As for impact to assigned proposal sections and incorporate changes as necessary
  • Provide pricing support as needed
  • Help develop and formulate graphics to support written content
  • Write all assigned sections through approved proposal lenses
  • Incorporate the win strategy/proposal lenses/discriminators through assigned sections
  • Work with SME resources to augment proposal content
  • Maintain version control throughout RFP/RFI/RFQ/RWP response lifecycle for assigned sections
  • Develop list of questions for submission to the customer
  • Chair and prepare documents for Color Team Reviews
  • Review and adjudicate comments from reviewers

Required Skills:

  • B.A. in Professional Writing, Journalism, English, Communications or similar degree is required. Educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
  • 14+ years of continuous proposal writing experience for large bid efforts in the areas of, but not limited to, management approaches, past performance and experience, quality plans, staffing plans, transition plans, and resumes
  • 8-10 years of progressive experience in fast-paced, high-volume proposal environment
  • Expert-level proficiency in MS Office suite and other relevant electronic tools
  • Exceptional communications skills
  • Basic knowledge/understanding of FAR/DFAR requirements, Nontraditional Defense Contractor (NTDC) contracting and Other Transaction Authority (OTA) prototype requirements
  • Experience supporting Task Orders under MAC and/or GWAC
  • Experience working with and supporting Business Development, Capture Managers, and Corporate Executes in establishing a steady pipeline of proposal activity.
  • Experience working with multiple teaming partners to prepare compliant proposal
  • Experience ensuring compliance with DoD/Federal solicitation requirements
  • Prior experience building supporting pricing tasks to include BOEs, Work Breakdown Structures (WBS), and Rough Order of Magnitude (ROM)
  • Ability to multitask on concurrent projects

Desired Skills:

  • Outstanding knowledge of DoD terminology, acronyms, Force Structure, and Combatant Commands (COCOMS)
  • Prior Program/Project Management experience on DoD contracts
  • Prior U.S. Military experience with understanding of Warfighter needs
  • Ability to identify, analyze, build, and deliver RFP compliant proposal responses within 5 business days
