Responsibilities/Qualification

Join the Alion team of industry leading Spectrum Manager Experts in an agile environment as we continue to grow and provide spectrum management expertise to the United States Coast Guard.  Work conducted in this role will produce real world results, and our matrixed staffing approach will allow you to gain valuable experience on a wide range of tools, projects, and tasks. Ideal position for motivated self-starter with strong analytical problem solving skills and desire to grow and learn.
 

The Senior Spectrum Manager;

Provides comprehensive representation and/or technical support at off-site project locations, including the formulation of the client's requirements for analysis and spectrum management.

Participates in short- and long-range planning in communications systems and spectrum management projects.

Participates as a committee head or committee member addressing critical topics within area of expertise.

Has knowledge of radio equipment and radio propagation characteristics aids in the review and coordination at the National or International level.

Performs additional duties and responsibilities as assigned.

 

Minimum Requirements:

Will have a High School Diploma.  Associates Degree preferred.

Attended one of the two authorized schools: Spectrum Operations Apprenticeship Course (SOAC), Keesler AFB Biloxi, MS or Electromagnetic Spectrum Management Course (ESM), Fort Gordon, GA.

A minimum of 4 years of experience in operational, communications management planning of spectrum for radio frequency-dependent communications systems such as: transmitters/receivers, radar, and satellite communications systems. While not required, it is highly desired that personnel experience include On the Job Training (OJT) while working onboard military installations, bases, or vessels.

Excellent communication, presentation and interpersonal skills.

Strong customer service orientation.

Continued update of skills in state-of-the-art communications technology.

A security clearance of an appropriate level may be required after employment. Active Secret clearance preferred.

Preferred Qualifications:

Knowledge of the either the Federal Communications Commission (FCC) or the National Telecommunications and Information Administration (NTIA) system frequency assignment process.

Knowledge of any of the following software’s: Spectrum Certification System (SCS), Equipment Location Certification Information database (EL-CID), Spectrum XXI, Host Nation Spectrum Worldwide Database Online (HNSWDO), or Stepstone 

Experience submitting Government Master File (GMF) assignments

Have an in depth understanding of current and evolving maritime telecommunication systems such as; GMDSS, AIS, Differential Global Positioning System (DGPS), Vessel Traffic Service (VTS), High Frequency Automatic Link Establishment (HF ALE), HF Cellular Technology and Digital Systems, International Maritime Satellite (INMARSAT) Voice and Data Networks, Military Satellite Communications Systems (MILSATCOM), VHF and UHF Voice and Data Systems (trunked and conventional), Commercial Maritime Satellite Systems ( both GEOS and LEOS), High Speed Microwave Digital Link Systems, and evolving Unmanned Arial Vehicle (UAV) technology. A demonstration of this in depth understanding must be present in their resumes and background by documenting and demonstrating experience with these systems. Actively participates in the training and development of less experienced project staff.
