Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Senior Systems Engineer with a communications engineering background to support all technical aspects and development of innovative solutions and emerging technologies to address Command Priorities and potential issue nominations for review at OSD and national levels. Individual will support experiments and demonstrations with an emphasis on force protection issues and solutions. Requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced testing techniques that will accurately replicate real-world use and environments.

As an organizational expert and systems engineering senior, the candidate designs and supports highly complex experiments and demonstrations, often featuring communications systems, and evaluates resultant function of products and systems. Develops and implements procedures for project completion, reviews and evaluates deliverables, and recommends production or design changes to ensure quality and performance standards. Routinely works with national allies and coalition forces to include Japan, Thailand, Korea, and island nations across the Pacific.

The primary systems engineer for the Strategic Capabilities Office-Pacific (SCO-P). This position provides technical expertise and support to project leads for innovative material solutions and technologies, integrated with non-material strategies, and techniques. With limited supervision, develops, operates and maintains a variety of complex technology systems. Participates in the integration of processes and methodologies to ensure the performance of a total system. The Senior Systems Engineer will provide expertise to ensure that assessment activities are in an environment that replicates real-world use, to determine if a capability can fill a military need.

Works directly with senior technical personnel and project managers in the planning and execution of technical activities on complex projects related to system and technical product development.  Employs existing guidelines and instructions, guidance from higher-level engineers, experience, and independent judgment to plan and accomplish task objectives. Assignments may require the development of improvements to current techniques and procedures.

Duties and Responsibilities  

Applies advanced technical concepts, techniques, and procedures to lead or support a project team in the development of technical systems. Identifies and documents project functional requirements. Defines and designs complex systems specifications, input/output processes and working parameters for hardware/software/user compatibility. Coordinates design of subsystems and integration of total system.  Organizes a proposed project into the tasks and activities needed to solve the problems being addressed. Schedules work to meet completion dates and technical specifications. Regularly provides technical guidance and oversight to lower level technical staff.

Receives limited technical guidance and training from more experienced technical staff.  Plans, results, and work products are reviewed periodically by senior technical staff. 

Prepares and reviews input to technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.   May author or co-author technical reports.

Prepares and provides formal briefings to the staff and project sponsors. Leads technical discussions at project review sessions and in negotiations with the project sponsor.

Identifies opportunities for follow-on tasking for current projects; develops related briefings, specific project proposals, and works through appropriate channels to schedule presentation of these briefings and proposals to prospective customers.

Provides input and support to larger intra-organizational proposal development efforts. May have some exposure to and provide input to inter-organizational technical and business development activities.

Is recognized within the organization in one or more areas of technical expertise—communications and/or force protection.

Complies with applicable quality and security procedures in the performance of duties. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.

Required Education and Experience (Mandatory)

  • Bachelor’s (B.S. or B.A) degree in engineering, or related field. Communications engineering experience a strong plus. Computer science, mathematics, or a related discipline with appropriate work experience will be considered.

  • Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

  • Five to Seven years of experience in at least one area: systems engineer, communications engineering, or force protection solutions in a DoD environment.
  • Must reside on Oahu, HI or be willing to relocate to Oahu, HI.

Desired Experience:

  • Master’s degree in an engineering discipline a strong plus and preferred
  • In some cases, educational requirements may be adjusted or waived for more than 10 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Demonstrated command of engineering principles, methods, and techniques in systems area of expertise.

Advanced knowledge of relevant tools, equipment, hardware, and software.

Effective customer and organizational level communication, presentation and interpersonal skills.

Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.

Must be able to travel across the INDOPACOM AOR and return for CONUS meetings approximately 30% of calendar year.
