Responsibilities/Qualification

Position Summary

  • The Software Design Engineer Principal is responsible for managing a software engineering team that is charged with developing, testing, and implementing an analytical decision support tool using M&S and machine learning technology that will deliver new insights to stakeholders. As an integral member of the technical team, the Software Design Engineer Principal is responsible for developing and maintaining technical solutions and standards to provide the greatest analysis capability to the stakeholders, at the lowest possible cost, at the fastest pace achievable.

Duties and Responsibilities

  • Reports directly to the report to the Project Manager and is responsible for managing a software engineering team that is charged with developing, testing, and implementing an analytical decision support tool using M&S and machine learning technology that will deliver new insights to stakeholders.
  • Builds, manages and maintains data systems, which include servers, storage, designs, applications, databases and networks.
  • Performs IT functions such as design, analysis, evaluation, testing, debugging and implementation of M&S, machine learning library and associated network.
  • Analyzes, installs, acquires, modifies and supports operating systems, database or utilities software.
  • Supports site upgrades, audits, and other evaluations.
  • Installs and configures M&S software releases, upgrades, and patches.
  • Implements Agile software development processes and procedures.
  • Coordinates with the software engineering team and subject matter experts to enhance the effectiveness of the M&S and machine learning toolsets.
  • Identifies and directs resolution of highly complex software/hardware/network interface issues or other technical problems.
  • Researches and develops prospective applications and products and maintains current knowledge of relevant technologies.
  • Represent the technical team at Working Groups, Program Manager Reviews, and periodic meetings.
  • Develops and maintains the Software Development Roadmap.
  • Develops and maintains the Software Development POAM.
  • Develops or implements algorithms that meet or exceed system performance and functional standards.
  • Develop software solutions by analyzing the system performance standards, conferring with subject matter experts or system engineers; analyzing systems, data usage and work processes; and investigating problem areas.
  • Writes and reviews software and system documentation.
  • Authors or assists in the writing and/or presentation of briefings (reports on analyses, findings, and project progress), project or task plans, system specification manuals, technical reports, and user manuals.
  • Complies with to Information Assurance and Cybersecurity policies and procedures.
  • Must be willing to work outside of normal business hours on occasion in order to provide support to stakeholders that are located in a different time zone.
  • Forecasts and estimates new hardware, software, network, and site survey requirements required to support the project.
  • Must be willing to travel to supported sites, as required.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

  • Bachelors or higher in Computer Science, Software Engineering or a related discipline, Masters of Science preferred and 10 or more years of software engineering experience in programs of similar scope, type, and complexity is required.

Knowledge, Skills and Experience

  • CompTIA Security + and Linux + certifications are required for the position. If candidate does not already possess these certifications, training and the certification exam will be provided for the right candidate.
  • Ten or more years of professional experience with software development in Linux and Windows environments.
  • Strong background in C and C++, Java, Python, and SQL development is required.
  • Extensive knowledge of HTML technologies and web frameworks.
  • Strong background with database creation and maintenance, including relational and NoSQL.
  • Familiarization with machine learning, Big Data technologies and methodologies, and statistics is desirable.
  • Extensive knowledge of virtual machine technologies is required.
  • Strong background with software repository tools such as Git and Subversion.
  • Extensive knowledge of CMMI best practices.
  • Extensive experience developing and maintaining software test plans.
  • Ability to provide technical project leadership, establish milestones, estimate resources, and other project management skills required by the project.
  • Two or more years of professional experience developing and maintaining IT System Security Plans (SSP).
  • Strong background in Oracle Database is required.
  • Experience working with JTLS, STORM, or other DoD M&S is required.
  • Strong coordination, organization, teaming and communication abilities is required.
  • Works well individually or in a group setting.
  • Must be able to multi-task and prioritize tasks associated with the project.
  • Prior work experience in an R&D environment is desired.
  • Must have excellent written and communication skills.
  • Excellent problem solving and analytical skills.
  • Ability to work under pressure and time constraints.
  • Ability to successfully present technical information to internal and external stakeholders.
  • A Top Secret Clearance is required for employment.
