Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a lead Software Design Engineer with extensive Palantir and/or Analyst Notebook experience. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced knowledge of potential adversaries that will accurately replicate real-world use and environments. This individual must be a software SME within at least one of the software tools sets required.

Candidate will lead support for training others on Palantir and Analyst Notebook tool sets as applies to USINDOPACOM J9 requirements. Individual must be capable of designing a nodal analysis system utilizing these tools, tailored to J9 requirements. Individual leads analysis, design, development, testing, debugging and implementation of these highly complex software application programs in support of distinct product hardware and software for the command.  

Duties and Responsibilities

Defines specifications for Palantir and Analyst Notebook software programming applications and/or oversees the maintenance of existing programs to ensure continued performance and compliance with current guidelines and standards.

Trains users in use of Palantir and Analyst Notebook

Performs all necessary aspects of the programming phase of software development including coding, testing, debugging and documenting using current guidelines and standards.

Develops architecture requirements and performance standards to meet customer specifications.

Leads the analysis and development of test plans.  Tests assigned components and units, provides test results and recommends corrections.

Identifies and directs resolution of highly complex hardware/software interface issues with Palantir and Analyst Notebook or other technical problems associated with the applications.

Researches and develops prospective applications and products and maintains current knowledge of relevant technologies.

Authors or assists in the writing and/or presentation of briefings (reports on analyses, findings, and project progress), project or task plans, system specification manuals, technical reports and user manuals.

Leads the preparation of technical proposals.

Provides work leadership to lower level employees.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 8 to 10 years of directly related experience with Palantir and Analyst Notebook or a Master’s degree and 6 years of experience. DoD 8570 certifications may be required for working on SIPRNET.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Must reside on Oahu, HI or willing to relocate to Oahu.

     Knowledge, Skills, Abilities

      Strong analytical skills and attention to detail.

Ability to communicate highly complex software concepts effectively.

Strong knowledge of the principles, practices, and procedures used in software and systems development.

Experience with software Palantir and Analyst Notebook development tools and applications.

Must be able to travel across the INDOPACOM AOR and return for CONUS meetings approximately 30% of calendar year.
