Position Summary

Senior Software Design Engineer, or Lead Outreach Personnel, performs analysis, design, development, testing, debugging and implementation of complex software application programs in support of distinct product hardware or technical service lines of business.

Direct team to support USG Developer Experience (DevX) products and assist customers in the reduction of roadblocks experienced by developers and reduce time to market for Digital Maker Services mission capabilities by providing the needed tooling, collaboration, customer engagements, outreach, communications, training, collaboration, aid, and onboarding into the GEOINT Services Dev/Sec/Ops pipeline activities.

Duties and Responsibilities 

Direct team to ensure operations, processes, and procedures are implemented to improve awareness, efficiencies, and effectiveness of Digital Maker Services Self Service tools, Dev/Sec/Ops pipeline, onboarding into GEOINT Services, and lead team participation in Digital Maker Service developer events, including Pipeline Palooza, ADV Summit, GEO Symposium, Discovery Series. 

Responsible for providing planning and improving internal and external to GEOINT Services organization collaboration, coordination and engagement, and provide support for cloud architecture, Dev/Sec/Ops, systems engineering, and NGA processes and governance.

Generate standard operating procedures, update developer knowledge material, administer management of Discourse (informational forum) & future DevX collaboration tools, and support the implementation of enterprise scalable solutions to GEOINT Services development efforts.

Direct team to: establish, share and advocate developer's knowledge while providing for enabling developer's on-time integration with USG systems and processes; improve access to users' apps, series, and data through the delivery of an Enterprise API management platform; support the security authorization compliance enhancements through continuous security engineering governance and business process modernization.

Direct team to analyze, recommend solutions, and provide inputs to government initiatives as a catalyst for organizational advancements, growth and improvement through input on developer's plan, requirements, performance planning, outreach, training and facilitation. These tasks shall include recommending solutions to inefficient processes, conducting supporting case studies by applying appropriate metrics, and implementing Government approved solutions and way forward.

Education and Experience

Bachelor’s degree in Computer Science, Information Systems, Engineering or other related scientific or technical discipline plus 5 to 7 years of directly related experience or a Master’s degree and 3 years of experience. Experience must include a minimum of three (3) years of previous experience in: technical writing, curriculum development, systems engineering, dev/sec/ops pipeline, application development, AWS cloud environment.

In some cases, educational requirements may be adjusted or waived for more than 10 years work experience in software engineering utilizing dev/sec/ops pipeline, systems engineering or equivalent experience.

Experience supporting: the delivery of geospatial tools and National System for Geospatial Intelligence content to users; GEOINT Services capabilities/services and Dev/Sec/Ops pipeline activities; and Digital Maker Services that enable developers and programs to quickly provision an application/capability to their customers to accomplish their mission needs/requirements.

Knowledge, Skills, Abilities

Strong analytical skills and attention to detail. Ability to communicate software concepts effectively. Knowledge of the principles, practices, and procedures used in software and systems development. Experience with software development tools and programming languages.

An active TS/SCI security clearance or active TS with eligibility for SCI is required before hire. Preference for CI polygraph within past 5 years.
