Position Summary

IMPASS allows U.S. Navy Naval Surface Fire Support (NSFS) gun teams to conduct live-fire mission training with the Mk45 gun weapon system without the use of a land based range. IMPASS operates completely independent of all ship systems, is easily adaptable, and supports other range activities such as developmental munitions scoring and bomb drop scoring for the U.S. Navy and U.S. Air Force. 

IMPASS is a component of the core simulation used in the Navy Continuous Training Environment (NCTE).  The NCTE is a federation comprised of many distributed simulation systems and interfaces used to support Navy and Joint Training, as well as Navy concept development and experimentation. NCTE Software Engineering provides modeling and simulation application development, live, virtual and constructive systems integration support and in-service engineering support to US Fleet Forces (USFF) and the Number Fleets. The NCTE Software Engineering team is directly responsible, in this context, for developing and maintaining technical solutions and standards to provide the greatest level of training capability to the warfighter, at the lowest possible cost, at the fastest pace achievable.

Duties and Responsibilities

This developer, receiving prioritized requirements from the Navy Continuous Training Environment (NCTE) Software Development Lead, works with end users to achieve robust, maintainable and effective training and simulation interfaces and supports the continuous improvement of the software infrastructure.  The developer will be required to work with a team of developers and subject matter experts to develop, enhance, integrate, and support IMPASS. 

Primary development is done in a Windows environment using Microsoft Visual Studio to write C, C++, and Visual Basic.  Build artifacts of the IMPASS project are loaded as a plugin into the Esri ArcMap application which is required in both test and production environments.  Shell scripting is used to help automate tasks and query information.  GIT is the primary revision control system.

Education and Experience

Bachelor’s degree in Engineering, Computer Science or related discipline plus a minimum of 2 to 4 years of directly related experience developing and maintaining software. Subsequent employment, achieving employer funded Security+, and an operating system certification will be required if the successful candidate does not have them already.

In some cases, educational requirements may be adjusted or waived for more than 5 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, Abilities


  • U.S. Citizen
  • Experience and understanding of object oriented (OO) design and development.
  • Experience developing applications with C/C++
  • Experience with Microsoft Visual Studio or other C/C++/VB IDE.
  • Ability to obtain related technical certifications
  • Strong written and oral communication skills and ability to work in a team environment.
  • On-site support required.  Interface with customers on a daily basis


  • Experience with Visual Basic lNET
  • Experience with Microsoft .NET framework.
  • Experience with command line build tools such as MSBuild or CMake
  • Experience with firmware development such as embedded C
  • Experience with debugging Windows applications.
  • Professional experience with development in a Windows environment.
  • Experience using Software Configuration Management Tools such as SVN or Git.
  • Experience with Google Test or other unit testing frameworks
  • Experience with continuous integration and analysis tools such as JUnit, Jenkins, and SonarQube.
  • Familiarity and willingness to work in an Agile Development environment.
  • Experience with Boost C++ libraries
  • Experience with Esri ArcGIS or other geographic information system (GIS).
  • Experience in Modeling and Simulation (M&S) design.
  • System interface development experience.
  • Shell Scripting or other knowledge of other Scripting languages.
  • On-site support required. Interface with customers on a daily basis.
  • Military domain experience.

Secret clearance preferred; must be able to obtain and maintain an Active Secret security clearance.
