Summary

Alion is looking for a Software Engineer (SWE), to support the GSA OASIS/FEDSIM Hyper-Innovative Operational Prototype Engineering (HOPE) program. 

The HOPE systems engineering challenges require the ability to inspire a large team of diverse highly motivated and innovative engineers, to find creative integrated state of the art technical solutions and rapidly develop protypes that solve complex problems.   The Team is geographically separated and reliant upon collaboration tools to employ the latest agile engineering tenets to realize short timelines in a multi-domain environment, integrating legacy, COTS/GOTS, and emerging capabilities.  If you have the requisite qualifications, enjoy working in a high tempo environment with an outside the box and responsive team, and desire to have immediate and lasting impacts from leveraging technology, this role is ideal for you!

The HOPE Task Order will have a $550M ceiling over five years. The TO supports a government customer who conducts advanced development and rapid prototyping to enhance Intelligence, Surveillance, and Reconnaissance (ISR) technology through air, space, and cyberspace to directly support tactical units, warfighters, and commanders. This TO will provide the full spectrum of Research, Development, Test, and Evaluation (RDT&E) systems engineering services in support of rapid prototype development and integration activities to meet the emergent requirements of our customer and its stakeholders.

As a member of the HOPE Agile Systems Engineering (ASE) Team, you will be a subject matter expert (SME) in Software Engineering.    You’ll understand the existing and emerging technology factors, best practices and lessons learned, skillset requirements, implementation options and the factors thereof, and the schedule, cost, and performance implications of agile/scrum software development cycles, supported by innovative and collaborative processes, tools, metrics, integrated security and testing, etc.

The SWE is key to assisting the Lead Systems Engineer (LSE) to develop the vision, processes, prioritization, plans, projects, measures of success, testing, and lasting operational suitability, for software engineering elements of our architectural solutions. The SWE will be counted upon to guide the Teams’ understanding of related requirements, design trades, leveraging teammate contributions, technical deliverables, testing and evaluation, and operations and sustainment impacts of state-of-the-art software engineering, across the portfolio of customer capability needs.

Responsibilities

Responsibilities of the HOPE SWE include, but are not limited to:

  • Supporting a large portfolio of projects that touches a cross-section of current software engineering methods, tools, and measures of success, culminating with rapid prototyped capabilities.
  • Developing and monitoring S/W engineering options and decisions, including requirements, analysis of alternatives, test and evaluation plans, and sustainment planning.
  • Developing and leading FEDSIM S/W engineering technical deliveries for rigor, discipline, completeness, design detail, cost effectiveness, testing accuracy, and operational utility.
  • Mentor junior and mid-level S/W engineers on HOPE processes, tools, methods, and culture.
  • Supporting the LSE in prioritizing workloads and determining appropriate assignments for teammates with S/W engineering expertise/ experience.

Required Education and Experience

  • Bachelor’s degree in Science, Technology, or Engineering Management (STEM), and at least 10 years of relevant experience.  Alternatively, a Master’s STEM degree and at least 8 years of experience.
  • At least five years of experience leading small teams in providing support to DoD and/or IC organizations/ agencies, in S/W engineering approaches/ solutions.
  • 10+ years of experience on engineering teams in conceiving, planning, and conducting research and analysis for complex technological problems of considerable S/W engineering scope.
  • Hands-on software development in agile/ scrum process, using web services, applications, orchestrations, etc., with knowledge of multiple common languages, methods, SOA, etc.  Examples include, but are not limited to: Python, J2EE, REST, SOAP, C, C++, JAVA/ JAVAScript, ELM, Ruby, Rust, etc.
  • Strong customer service mentality along with a collaborative team mindset, and excellent communications, presentation, and interpersonal skills.
  • US Citizenship and a current TS, with SCI eligibility.

Highly desired by not mandatory

  • Master’s degree in general Engineering or in a specialized engineer technology technical discipline (e.g. Electrical, Systems Engineering, Aeronautical, etc.).
  • Experience providing rapid prototyping, and in performing test and evaluation activities.
  • Experience in the identification, development, and application of multiple technology sources (Signal Intelligence, Geospatial Intelligence, etc.) technologies, applications, and knowledge of multiple engineering technology systems and data flow.
  • Experience with current SWE agile methods, including but not limited to DevSecOps, Scaled Agile Framework (SAFe), Continuous Integration/ Continuous Deployment (CI/CD) Pipeline, Lean Enterprise, productivity metrics, development dashboards, Scrum, product owner, program increments, Agile Release Trains (ART), Lean Portfolio Management, Kanban, etc.
  • Awareness of opportunities to integrate across domains and technology focus areas, such as artificial intelligence, C4ISR, Electronic Warfare/ spectrum, User Interface/ HMI, EM/RF design, communications, radar/SA/GMTI, video/ FMV, PNT, big data/ analytics, hybrid clouds, and SE disciplines (e.g., RMQSI, EMI/EMC, etc.).
  • Awareness of modelling and simulation, multiple levels of security, cyber security and the Risk Management Framework (RMF), recent DoD 5000.02 Pathways guidance, DoD’s Digital Engineering initiative, and classified enterprise SILs and integrated tool suites (for development and testing, ideally applied toward rapid prototyping.
  • Experience with several IT tools supporting AF, DoD, and IC projects in collaboration and decision making, such as MS Office, JIRA, Hyperformix, Confluence, DOORS, Clear Case, Solidworks/ PDM, JAMA, System Architect, SPARX, Expert Choice, Automated Test Tools, etc.
