Responsibilities/Qualification

 
  • 10 years SOF-related strategy experience with: DoD, Joint Staff, Global Combatant Command (GCC), or Functional Combatant Command (FCC).

  • Education: Senior Service College and/or Master’s Degree in strategic issues. 

Core Skill sets/Competencies:

  • Expert knowledge of mission, organization and interrelationships of DOD, Joint Staff, and interagency working groups and other Government agencies/activities.

  • Detailed knowledge of national policies and other Government agencies/activities in order to develop, coordinate, and implement operational plans and policies for the Command. 

  • Ability to develop and coordinate future plans and strategy, and present and effectively advise USSOCOM leadership on how to leverage U.S. Government, Interagency, and private-sector capacity in support of the command mission. 

  • Comprehensive knowledge of special operations doctrine, tactics, techniques, and procedures (TTPs) required for developing, coordinating, and implementing strategy, policy, future plans and operations.

  • Ability to provide geopolitical expertise and ability to conduct strategic/regional studies and assessments for the potential application of strategy, plans and tactics. 

  • SME in geopolitical and cultural areas to conduct strategic/regional studies and assessments for the analysis, assessment, and synchronization of the command strategy, action plan, and strategic assessment.


Security Clearance

 

United States Special Operations Command (USSOCOM) is tasked to provide fully capable and enabled Special Operations Forces (SOF) to defend the Nation’s interests in an environment characterized by irregular warfare and asymmetric challenges. The USSOCOM J5 has responsibility within the command to develop SOCOM strategy, policy, and plans, to posture and employ SOF worldwide, and to synchronize Overseas Contingency Operations against violent extremist organizations to achieve strategic end states as defined in global and theater campaign plans. The J56 Strategy Division has responsibility for developing SOCOM strategy and plans. The products of this task provide guidance and resources to the SOCOM components and TSOCs, enabling them to support the SOCOM mission.

Objective. The objective of this task order is to provide general program management support, expert advice, analysis, event and editorial support, and assistance in carrying out responsibilities for all phases of the USSOCOM Strategic Planning Process (SPP) including Strategic Assessment, Command Strategy, Action Plan, Capability Programming Guidance (CPG), process management team (PMT), analyses of national and interagency strategic documents, and producing and publishing other directed studies and professional articles. The task order also requires subject matter expertise and strategic analyses to align USSOCOM strategic and long-range planning efforts with the Adaptive Planning and Execution (APEX) system.

.Purpose. The purpose of this task is to provide geo-political and cultural subject matter expertise to conduct strategic/ studies and assessments for the analysis, assessment, and synchronization of the command strategic documents and to increase situational awareness. 

Duties/Responsibilities. SME with geopolitical and cultural expertise necessary to conduct strategic/regional studies and assessments for the analysis, assessment, and synchronization of the command strategy, strategic plan, and strategic appreciation. Expert knowledge of strategic theory, experience in Systemic Operational Design or other similar course, SOF strategic roles and missions, and experience with the various national level strategic documents.
