Description:

Under limited supervision, study and analyze the Spectrum Dependent System’s (SDS) technical characteristics to insure that the system can (1) operate in spectrum bands per the national and international tables of spectrum allocation; and that (2) equipment being brought into the agency inventory conforms to applicable national spectrum management regulations, directives, standards, and specifications.

Duties and Responsibilities          

Study, analyze, review, and advise the Program Office (PO) on technically acceptable radio frequency (RF) parameters of a system.

Research and analyze supportable frequencies bands, and develop and advise on spectrum supportability for testing within the US&P.

Research, advise, and assist in the development of the Spectrum Supportability Risk Assessment (SSRA) with the Program Office and material developers to identify regulatory, technical, operational, and Electromagnetic Environment Effects (E3) issues.

Review, study, analyze, advise, and develop technical reports and DD 1494 Forms or EL-CID request in support of successfully obtaining spectrum certification

Research and analyze each referenced SDS application for completeness and compliance. Conduct detailed analysis on all frequency allocation requests which entails the use of approved RF engineering principles/practices.  Submit SDS spectrum systems frequency allocation application requests to the agency representative for the NTIA SPS and the DoD Review Process.  Ensure that the submittal includes the full frequency allocation application along with all analysis documentation.

Perform a detailed study and analysis of ESG PWG applications to inform customer whether these proposed SDS will adversely affect agency RF systems

Process application changes (Note-to-Holders) for SDS into the DoD Review Process.

Submit researched and corrected SDS host nation coordination request (HNCR) applications to the MC4EB HNC review process.

Qualifications:

Bachelor of Science degree in Electrical Engineering is required

Active Secret Clearance is required

5 plus years of experience in the field of electrical engineering is required

Federal department level spectrum certification process experience (Department of Justice, Department of Homeland Security, DoD, etc) is preferred

Knowledge of the national level spectrum certification process and how to successfully obtain SPS spectrum certification approvals for the DD Form 1494 or EL-CID requests is preferred
