Position Summary

Under limited supervision, uses the required planning, research, analysis, evaluation, documentation and report presentation skills to resolve complex operational or predictive problems involving communications systems or the spectrum management of CE systems. 

Duties and Responsibilities 

Creates and/or reviews frequency assignment proposals to determine whether or not these proposals, if approved, would result in technical conflicts with existing frequency assignments.  Verify technical equipment specifications to ensure the data provided in spectrum applications are correct. 

Creates and/or reviews frequency assignment proposals for compliance with applicable policy, regulations and procedures and recommend corrective action when necessary; understand and use the National Table of Frequency Allocations, various assignment plans, restrictions, rules and procedures for authorizing frequency assignments. 

Evaluates and initiates frequency proposals in standard action format in accordance with MCEB PUB 7.  Performs interference analysis, frequency nomination and processing using Spectrum XXI and the Government Master File (GMF).  Knowledge of the National Telecommunications and Information Administration (NTIA) Manual of Procedures for Federal Radio Frequency Management is required. 

Provides spectrum management input to customers for obtaining foreign spectrum supportability of the equipment as required by acquisition law through the Host Nation Coordination procedures. 

Analyzes the key components of a problem related to the use of complex developmental or advanced systems and determines an approach to resolve the problem. 

Researches current and historical written sources in order to apply specific data and/or theory.

Utilizes data resources and automated analysis techniques to resolve problems for which there may be no precedent. 

Develops a resolution for general review and acceptance by requesting parties.

Actively participates in the training and development of less experienced project staff.

Provides comprehensive representation and/or technical support at off-site project locations, including the formulation of the client's requirements for analysis and spectrum management.

Identifies opportunities for new program initiatives and follow-on tasking for current projects. 

Performs other technical duties as required. 

Coordinates and authors the documentation required to describe the efforts involved and the results obtained during project analysis.

Prepares written status reports, letters, and memoranda as required.

Prepares and delivers formal briefings to ALION staff, to project clients and th other outside agencies.

Leads technical discussions at schedule project review sessions and in informal interactions with the client or other outside agency. 

Education and Experience 

Bachelor's degree and 6 years of relevant work experience in U.S. military or foreign communications-electronics (C-E) systems or in spectrum management.

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Continued update of skills in state-of-the-art communications technology.

Strong customer service orientation. 

Preferred Qualifications 

DoD Spectrum Management trained

DoD spectrum management experience

Active secret security clearance

Knowledge of the use of Spectrum XXI, Spectrum Certification System, ED-CID, and other DoD Spectrum management software applications.
