Preferred Qualifications:

Knowledge of the either the Federal Communications Commission (FCC) or the National Telecommunications and Information Administration (NTIA) system frequency assignment process.

Knowledge of any of the following software’s: Spectrum Certification System (SCS), Equipment Location Certification Information database (EL-CID), Spectrum XXI, Host Nation Spectrum Worldwide Database Online (HNSWDO), or Stepstone 

Experience submitting Government Master File (GMF) assignments

Creates and/or reviews frequency assignment proposals to determine whether or not these proposals, if approved, would result in technical conflicts with existing frequency assignments.  Verify technical equipment specifications to ensure the data provided in spectrum applications are correct.

Creates and/or reviews frequency assignment proposals for compliance with applicable policy, regulations, and procedures, and recommend corrective action when necessary; understand and use the National Table of Frequency Allocations, various assignment plans, restrictions, rules and procedures for authorizing frequency assignments.

Evaluates and initiates frequency proposals in standard frequency action format in accordance with MCEB PUB 7.  Performs interference analysis, frequency nomination and processing using Spectrum XXI and the Government Master File (GMF).  Knowledge of the National Telecommunications and Information Administration (NTIA) Manual of Procedures for Federal Radio Frequency Management is required.

Provides spectrum management input to customers for obtaining foreign spectrum supportability of the equipment as required by acquisition law through the Host Nation Coordination procedures

Prepares and /or reviews DD Form 1494's/EL-CID, Application for Equipment Frequency Allocation, for completeness, correctness and consistency.  Works closely with Program Managers and Project Engineers to verify system data supplied on DD Form 1494/EL-CID for validity and logical consistency. 

Provides comprehensive representation and/or technical support at off-site project locations, including the formulation of the client's requirements for analysis and spectrum management.

Participates in short- and long-range planning in communications systems and spectrum management projects.

Participates as a committee head or committee member addressing critical topics within area of expertise.

Knowledge of radio equipment and radio propagation characteristics aids in the review and coordination at the National or International level.

Performs additional duties and responsibilities as assigned.

Excellent communication, presentation and interpersonal skills.

Strong customer service orientation.

Continued update of skills in state-of-the-art communications technology.

A security clearance of an appropriate level may be required after employment.

Work location will be split between NAS Patuxent River and Annapolis Junction.

Minimum Requirements:

Attended one of the two authorized schools: Spectrum Operations Apprenticeship Course (SOAC), Keesler AFB Biloxi, MS or Electromagnetic Spectrum Management Course (ESM), Fort Gordon, GA.

A minimum of 4 years of experience in operational, communications management planning of spectrum for radio frequency-dependent communications systems such as: transmitters/receivers, radar, and satellite communications systems. While not required, it is highly desired that personnel experience include On the Job Training (OJT) while working onboard military installations, bases, or vessels.
