Responsibilities/Qualification

 

Alion is actively seeking a mid level acquisition specialist with at least five years of experience in support of an active contract with the U.S. Navy.  This position with support the Program Executive Office Submarines program office, PMS404, Joint Undersea Weapons Program Office, oversees the design, production, delivery and life cycle support of heavyweight and lightweight torpedoes and associated products. This position will be in Washington, DC by the Navy Yard. 

Position Summary

Leads acquisition support by researching highly complex acquisition requirements, both statutory and regulatory. Works with program engineers to determine acquisition strategies to effectively meet program needs in accordance with cost, schedule, and technical requirements.  Coordinates with program engineers, logistics staff, and budget/financial staff to align documentation and other requirements for Milestone and Decision Point reviews.

Duties and Responsibilities

Work with NAVSEA cost estimators to develop acquisition and life cycle cost and document in the Acquisition Program Baseline.

Use highly complex quantitative analytical techniques to assess system acquisition process issues, and develops risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

Support customers in the analysis and improvement of acquisition process policy and procedures.

Analyze policy changes to determine effects on current programs.

Prepare documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, and memoranda.

Prepare and present formal briefings and staff seminars.

Provide work leadership to less experienced Acquisition Analysts.

Perform additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 5 to 7 years of directly related experience in a government acquisition management environment. Master’s degree preferred.

Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, Abilities

Strong knowledge of government or other contracting environment relating to technical, scientific and analytic services.

Ability to apply knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures.

Knowledgeable of DoDI 5000.02 definitions, constrains for acquisition categories and documentation required for milestone/decision point reviews.

Experience writing/editing documentation IAW compliance templates for SEPs, CARDs, TEMPs, LCSP, and other required documentation.

Familiar with the Defense Acquisition Guidebook.

Excellent communication and interpersonal skills.

Excellent organizational skills.

An Active or Current SECRET security clearance required
