Position Summary

Provides technical, programmatic, and administrative services in support of Surface Ship Readiness and Live Cycle support for NAVSEA PMS 407.  Assist in the establishment and monitoring of execution metrics that entail all relevant and current CNO shipboard availability data.  May provide input on continuous process improvement strategies, organizational redesign, and change management projects.  These improvements can be implemented in any functional area.

Duties and Responsibilities

Conducts research on existing modernization processes and make improvement recommendations.

Provide both business & technical insight to achieve maximum benefit of modernization programs for SEA 21.

Provide training and guidance to less experienced analysts supporting the customer.

Provide written trip reports, and after action reports on all modernization activities.

Provided support to the Strategic Modernization Support by updating and monitoring execution of the strategic management plan by aligning organizations and processes to achieve current and future goals. 

Analyze systemic issues impacting material readiness of the U.S. Navy Surface Fleet. 

Assist PMS 407 in arranging teleconferences and face to face meetings to gather stakeholders to decide on courses of action, vote on process improvement initiatives.

Defines client needs and develops a plan/proposal for delivery of project.

Provides technical support to SEA 21 on all Special Interest projects and Surface Warefare Enterprise initiatives.  Represent Program Office and attend all teleconference and meetings for all SWE Initiatives.

Participates in the overall functional strategic planning.

Collaborates with all levels of customers and stakeholders.

Participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.

Demonstrates superior Microsoft Office program skills to develop PowerPoint briefings, Word documents, Excel reports, etc. for clients.

Demonstrates superior writing and presentation skills to develop conceptual and analytical products for clients.

Demonstrates superior communication and interpersonal skills while working across programs to develop products for clients.

Demonstrates reading and understanding official navy correspondence and instructions.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in specialty focus plus 5 to 7 years of experience in business process analysis. 

In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities
Knowledge of the client industry, customers, organization, and business objectives as well as problem solving capability.

Utilizes knowledge of process improvement, strategic planning, change management, and organizational redesign in determining solutions.

Computer literate and proficient in all Microsoft applications.

Excellent communication, presentation and interpersonal skills.

Excellent customer service skills.

A Secret security clearance is required for employment.
