Title: NCTE JOINT Electromagnetic Spectrum Operations (JEMSO) Subject Matter Expert (SME), Senior-level

Position Summary: The NCTE Program seeks to fill existing training gaps in NAVY Electromagnetic Spectrum Operations Training (EMSO) and provide technical support for Joint Electromagnetic Spectrum Operations events. JEMSO will restore full spectrum readiness and assured access in the Electromagnetic Spectrum (EMS) required to employ advanced Joint warfighting capabilities. For combat effectiveness, identification and development a common database of Electromagnetic (EM) emissions and effects is required to represent adversary and Joint Force capabilities/vulnerabilities. Additionally, a joint training network must integrate and interoperate with embedded training systems to enable the realistic simulation of C2 Denied and Degraded Environment (C2D2E) and the representation of non-kinetic weapons. The NCTE JEMSO Systems Engineer is responsible for supporting the development of training capabilities for EMS in order to enhance the quality of training products for Fleet Synthetic Training (FST). They will work as part of the Navy Continuous Training Environment (NCTE) Software Engineering team, providing subject matter expertise and requirements analysis and validation of Navy Training Baseline (NTB) products used in support of FST events. The NCTE is a capability using many distributed simulation systems and interfaces to support Navy and Joint Training, as well as Navy concept development and experimentation. The NCTE Software Engineering team provides modeling and simulation application development of the Navy Training Baseline (NTB) along with systems integration and in-service engineering support to US Fleet Forces (USFF) and the Numbered Fleets. The NCTE Software Engineering team is directly responsible, in this context, for developing and maintaining technical solutions and standards to provide the greatest level of training capability to the warfighter, at the lowest possible cost, at the fastest pace achievable, using Capability Maturity Model Integrated (CMMI) Level 3 accredited processes.


Duties and Responsibilities: The NCTE JEMSO SME, functioning as member of the NCTE Software Engineering Team, shall provide subject matter expertise necessary for the engineering of NTB solutions to meet JEMSO training needs. They shall provide support for Live, Virtual, and Constructive (LVC) training. They will be responsible for knowledge acquisition and analysis of tactics, techniques and procedures (TTP) needed for development of NTB products to support advanced warfighter training and education for EMSO Afloat and Ashore. Provide SME in the coordination of EW, Meteorology and Oceanography (METOC) and traditional Spectrum Management (SM) disciplines for the tactical application of spectrum dependent systems (SDS) in support of LVC training. Provide SME as it relates to the use and application of EMSO tools and Tactical decision aids (TDAs) such as Real Time Spectrum Operations (RTSO), Afloat Electronic Spectrum Operations Program (AESOP) and the NRL Interactive Scenario Builder TDAs. Provide SME support for the development of a dynamic Electromagnetic LVC Environment. JEMSO SME will be responsible for Knowledge Acquisition activities necessary to support the building of simulation models needed for EMSO in a LVC environment.

EMSO Afloat scenario and training development requires extensive and comprehensive knowledge of EMSO related tools and TDAs listed above. The JEMSO SME using these TDAs for scenario development that provide warfighting impacts temporal and spatial changes in the Electromagnetic Operational Environment (EMOE).

The JEMSO SME will work with all EMS training stake holders such as NAVIFOR, IWDC EW MAD, CSG-4/15, TTGL/P, ATGL/P, IWTG and to collect and analyze the requirements necessary to develop, model, and build proof of concept systems. Will perform test and evaluation, and demonstration of the training solutions. Develop EMS capabilities and enhancements to improve mission capabilities of Naval, Joint and Coalition forces in a near-peer threat environment. JEMSO SME will work extensively with NTB software developers and EW SMEs for the development of solutions to meet the requirements laid out by the Fleet Stake holders.

•         Support the development and implementation of NTB products to integrate the use of NRL’s Interactive Scenario BUILDER 4D EMSO modeling and simulation tool for FST exercises into the FST environment in support of LVC training throughout the O-FRTP.

•         Provide high resolution model support for detection and counter-detection ranges, EA flight profiles using motion and connectivity model support.

•         Provide SME support for the development of synthetic tools in support of the EMSO afloat planning process.

•         Provide SME support for the development of visualizations for a notional strike operation in a FST environment to support individual and staff level training.


Education and Experience:
Bachelor’s degree in Engineering or related discipline or 20+ years of applicable experience, highly preferred. In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

•         Active TS/SCI Clearance required

•         Operational military experience and responsibilities in Electromagnetic Spectrum (EMS)

•         Expertise and Understanding of EMSO for tactics, techniques and procedures (TTP) development and advanced warfighter training and education for EMSO Afloat

•         Expertise EMSO coordination of EW, Meteorology and Oceanography (METOC) and traditional Spectrum Management (SM) disciplines for the tactical application of spectrum dependent systems (SDS) ashore and afloat

•         Experience in the EMSO Afloat scenario and training development using existing EMSO related tools and tactical decision aids (TDA)s such as Real Time Spectrum Operations (RTSO), Afloat Electromagnetic Spectrum Operations Program (AESOP) and the NRL Interactive Scenario Builder TDAs

•         Experience in of afloat METOC atmospheric sciences and impacts to Electromagnetic (EM) and Electro-Optics (EO) propagation for afloat SDS and larger carrier strike group (CSG) and Expeditionary Strike Group (ESG) operations

•         Extensive knowledge of Department of the Navy (DON) EMSO TDAs for scenario development

•         Expertise on the National Broadband Plan operational impacts to DON EMS sharing with commercial industry as mandated by Congress

•         Extensive knowledge of current fleet EMS training requirements such as EMSO PQS and EMSO TTPs, and NTAs and how they support the emerging Electromagnetic Maneuver Warfare(EMW) concept

•         Understanding of the OFM tactics and procedures process

•         Ability to work independently and with government and DoD Sponsors and analysis teams. Excellent oral and written communication skills

  • Provide detailed subject matter knowledge and insight to support test planning and execution
  • Must have excellent written and verbal communication skills

•         Understanding in coordination of project(s) and efforts of technical support personnel

•         Ability to productively contribute work, ideas and collaboration as part of a team

•         Ability, willingness to travel when required to support customer installation, demonstrations and general field support

•         JSAF operations or development experience a plus

•         Distributed Simulation/HLA experience a plus

•         Modeling & Simulation experience/development a plus
