Position Summary

As the organizational expert in the systems engineering field, supports the development, operation and sustainment of a variety of highly complex technology systems. Participates in the integration of processes and methodologies to ensure the performance of the total system.

Works directly with senior technical personnel, program managers, and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to a weapons and combat systems program’s technical product development, test, integration, procurement, fielding, and sustainment. Applies diversified knowledge of engineering/scientific principles and practices in broad areas across one or more technical disciplines.  Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise.

Advises program managers on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to less-experienced systems engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.

Recognized within Alion and the technical community as an authority in one or more technical specialties.

 Duties and Responsibilities  

Performs complex and advanced engineering work in design, evaluation, planning, testing and operation in support of system development, engineering analysis and research for one or more ship and warfare system programs.

Provides technical advisory and consulting expertise to programs and projects under development, acting as a recognized authority in the appropriate scientific field.  Provides engineering subject matter expertise, guidance and leadership to technical staff and other internal groups. Serves as a technical specialist for the organization in the application of advanced theories, concepts, principles, and processes.

Serves as program technical team lead. Prioritizes technical issues, plans technical approach, and works with program managers to develop schedules and staffing plans to support program delivery milestones.  Supports program risk identification and management activities. Coordinates the application of the organization’s technical resources when required. 

Develops and provides final review of major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.

Conducts independent technical investigations and provides impact assessments and design recommendations to clients. Provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.

Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts. Develops related briefings and provides understandable and compelling presentations of technical ideas/proposals.

Complies with applicable quality and security procedures in the performance of duties.  Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Develops pipelines for new opportunities, manages capture of major complex contracts, and strategically applies technical background, client understanding/relationships, and knowledge of Alion capabilities to open new markets.

Performs additional duties and responsibilities as assigned.

 Education and Experience

Master’s degree in engineering or applied science plus 15 to 20 years relevant work experience. Degree(s) must be in engineering, applied science, applied mathematics or a related discipline.

Project engineering and Program Management experience related to Naval ship, weapons or combat systems programs required. PMP or DoD DAWIA Program Management or Systems Engineering required.  Acquisition expert in the delivery and modernization of complex weapon systems to include the AEGIS Weapon System.

Experience in Naval weapons and combat systems required. Experience in systems-ship integration highly desired. Experience in AEGIS Ballistic Missile Defense highly desired. Knowledge of DoD requirements process highly desired.

Leadership and management experience of military, government, or industry personnel and teams is required.

Secret security clearance required. Top Secret security clearance and SCI eligibility highly desired.
