Position Summary:

The Modernization Program Manager (PM) will be responsible for managing a multi-hundred million dollar, 5-year, complex Ground Combat Vehicle Virtual Simulator Modernization program. The PM will perform all management activities of the Modernization program, and manage all staff, employees, and subcontractors.  He/she will be a direct report to the Systems Solutions Operations Manager and VP.

Duties and Responsibilities:

Responsible for coordinating and monitoring program activities including scheduling, pricing, and technical performance. Responsibilities also include leading in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Leads the development, implementation, management, and maintenance of an Integrated Master Schedule (IMS) for the contract. Ensures program execution adherence to master plans and the IMS, develops solutions to program problems, and directs work assigned to program. Measures, monitors, assesses the progress of the work performed and costs incurred under the contract to ensure projects are completed in accordance with the IMS and within budget. Ensures compliance with contract requirements. Conducts risk management activities including risk identification, assessment, analysis, mitigation, and control. Acts as advisor to the government program team regarding projects, tasks, and operations. Relays to the customer and addresses program status and concerns including system engineering, schedule, financial, integrated logistics, verification, validation, delivery, installation and testing. Familiar with standard concepts, practices, and procedures within the simulation industry. Relies on extensive experience and judgment to plan and accomplish goals.


Education and Experience: 

- BS/BA Degree; Engineering Discipline Preferred and at least 12 years' relevant experience.  In some cases, educational requirements may be adjusted or waived for more than 20 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.

- Minimum of ten (10) years of experience directing and managing technically complex programs. This experience should include progressively greater responsibility.

- Prior program management experience managing a US Department of Defense (DoD) contract. PM experience managing a complex DoD program valued at $50M in Total Contract Value or higher strongly preferred.

- Demonstrated success and extensive prior experience in managing firm fixed price (FFP) contracts.

- Prior management experience of hardware/software integration programs.  Experience with managing software development in a CMMI Level 3 or higher environment

- Prior experience with production and fielding is highly preferred.

- Ten (10) or more years' experience in the Department of the Army (DA) modeling and simulation training field preferred.

- Preferably known and recognized by the Program Manager Integrated Training Environment (ITE) program office and/or leadership as an experienced and capable manager.

- Project Management Professional (PMP) or Defense Acquisition Level III Certification or equivalent preferred.

Security Clearance:

Must currently hold and be able to maintain a security clearance at the Secret level. US Citizenship is a requirement.

- Ability to plan and execute complex multi-faceted projects.

- Ability to recognize and analyze problems, to conduct research, summarize results, and to make appropriate recommendations.

- Knowledge of manpower, personnel, and budget regulations and guidance as relates to assigned tasks.

- Knowledge of personnel recruiting action processes and staffing plans
