Responsibilities

 

Lead a team of engineers and support personnel  (and sub-contractors) providing marine systems  engineering support to the U.S. Navy DDG 51 Shipbuilding Program.

Duties include reviewing the design of, and changes to, shipboard Hull, Mechanical, and Electrical ship systems including propulsion, auxiliary, heating, ventilation, and air conditioning (HVAC), electrical generation and power distribution systems, aviation systems, deck fittings, and control system diagrams. Perform calculations applying engineering principles, techniques, procedures and criteria.
 

Conduct a variety of engineering assignments in planning and overseeing maritime research, development, design, production, test, installation, operation, and maintenance of diverse electronic/mechanical equipment and systems.

Investigate and coordinate resolution of ship design or ship system deficiencies, or alleged problems with the ship class in any/all technical disciplines.

Exercises independent judgment in conducting complex analyses and development efforts, and provides technical direction to other staff. Educates and advises peers and more junior technical staff members in the technical aspects of their efforts. 

Supervises and reviews activities of staff, scheduling and assigning work to meet program/project completion dates. Understand and utilize program management concepts and techniques.

Prepare and or review technical purchase specifications for major propulsion equipment and interfacing systems including gas turbine systems.

Prepare and perform quality assurance reviews of engineering analyses or other engineering documentation.

Prepares and reviews input to major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.  Including Liaison Inquiries

Work closely with senior customer personnel and shipbuilding stakeholders in providing solutions to complex problems and advice on technical issues.

Manage interaction between stakeholders to complete design review milestones for shipboard equipment acquisitions.

Engage in business development activities as required to sustain and grow customer base.

Conduct shipchecks onboard ships under construction to verify accuracy of system designs.  Participate in design reviews at the building yard and NAVSEA as required.

Maintain a comprehensive data archive of deliverables and correspondence to facilitate rapid retrieval.

 

Qualifications

 

Bachelor's degree in engineering or a related scientific discipline plus 10 years relevant work experience.  Master's degree preferred. Degree(s) must be in naval architecture, marine engineering, or a related engineering discipline.

In some cases, educational requirements may be adjusted or waived for more than 15 years of applicable work experience.  Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. Candidate must have excellent communication and interpersonal skills, and excellent customer service skills.

Shipbuilding Industry Project Engineering experience.

Comprehensive knowledge of related engineering and scientific disciplines, and the ability to support new theories, concepts, approaches, and methodologies.

Demonstrated command in ship design, marine, ocean engineering or naval architecture.

Demonstrated command with ship and ship system design principles and practices.

The candidate must have experience in providing technical and design support in developing Technical Data Packages, design producibility, trouble shoot production issues and resolve design flaws. 

The candidate must have strong analytical skills and the ability to work independently.

Demonstrated experience leading diverse teams of engineers to complete complex design projects, exercising well-honed people skills.

Previously experience in providing technical/design solution on a Surface Combatant Program is a strong plus.

Experience in Shipbuilding Program Management or NAVSEA Ship Acquisition management desired.

Knowledge of the NAVSEA and PEO organizational structure.

Project Management Professional Certificate Desired.

DAU certification desired.

Familiarity with Navy service contractor proposal bid and award process.

Ability to write clear, concise, and easily readable technical correspondence to document reviews of technical recommendations following technical reviews and collating of comments. Articulate in oral and written presentations; possess high organizational skills and the ability to multi-task to meet deadlines.

A Secret clearance or the ability to obtain one is required.
