Position Summary

The Director, Strategic Programs and Business Development falls under Group leadership and will help establish the strategy for expanding development and integration of new technologies to evolve engineering/product solutions. The incumbent will have deep expertise in one or more technical domains and will leverage in-depth business, process and functional knowledge in solution/portfolio design. This position will promote a collaborative environment across multiple domains / verticals as well as with program managers, business development, contracts and others. The incumbent will use advanced understanding of the customer and market dynamics and trends to evaluate and identify business opportunities.

Duties and Responsibilities

Applies leading edge knowledge of existing and emerging technologies to evolve the organization’s strategic planning and technical growth strategy. May specify new technologies, products, processes and standards to support corporate strategies.

Performs technical management functions relating to systems engineering, configuration management, quality control, integrated logistics support, information technology, and cybersecurity.

Responsible for collaborating with engineers and technicians, across multiple technical engagements, in the design, development and implementation of new methods and procedures for technical solutions that meet the requirements of technical improvements (e.g., performance upgrades).

Works closely with the Chief Technology Officer (CTO), Operational Division management, and Business Development to assist current and potential clients in articulating and defining their business requirements and assists in preparing the business case justification for technical investment decisions.

Conducts and provides moderately complex cost/benefit analysis for new proposed program modifications, methods, procedures and oversees the definition of system objectives and design specifications in collaboration with business analyst and/or project manager.

Manages the definition of controls, conversion procedures and system implementation plans, which may include user training and orientation.

Provides leadership in professional societies, represents the company at conferences and technical forums, and authors white papers, journal articles, texts and other publications.

Represents the company in new technology planning and, in coordination with the CTO, provides Subject Matter Expertise (SME) in assessing emerging technologies.

May investigate and evaluate potential acquisitions/divestitures, licensing opportunities, geographic expansions and joint ventures in line with the organization’s overall technical strategy and vision.

Develops and expands business relationships with high level contacts in government and industry.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 15 years experience.  Master’s degree preferred.

In some cases, educational requirements may be adjusted or waived for more than 20 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by  market survey data.

Ideal Candidate will have

* Master of Science degree in Mechanical/Electronics/Electrical Engineering, Computer discipline, or equivalent experience.
* Twenty (20) years of experience in assurance of military test or exercise operations including the generation of associated plans, systems implementation and maintenance, data, network, configuration, safety, and quality.
* Experience with configuration management, quality control, integrated logistic support, and cybersecurity for large complex computer-based systems.
* Ten (10) years of experience in the operation and maintenance of range training systems, range tracking systems, communications, power, range targets, and/or C2W systems.
* Experience managing engineers and technicians in the design, development, operation and maintenance of complex electronic systems.
* Program/Project Management Professional Certification or equivalent is desirable. Strong personal computer and business solutions software skills.

* Must be able to obtain an Interim Security Clearance in a timely manner and maintain a US Government (DoD) Secret Clearance and valid Driver's License.
