Position Summary

The Technical Director, Strategic Programs reports to Group leadership and will help establish the strategy for expanding development and integration of new technologies to evolve engineering/product solutions. The incumbent will have deep expertise in one or more technical domains and will leverage in-depth business, process and functional knowledge in solution/portfolio design. This position will promote a collaborative environment across multiple domains / verticals as well as with program managers, business development, contracts and others. The incumbent will use advanced understanding of the customer and market dynamics and trends to evaluate opportunities.

Duties and Responsibilities

Applies leading edge knowledge of existing and emerging technologies to evolve the organization’s strategic planning and technical growth strategy. May specify new technologies, products, processes and standards to support corporate strategies.

Identifies organizational strengths and weaknesses and develops and deploys action plans to bolster capabilities and bring visibility to strengths.

Stays abreast of technical developments and competitor capabilities to assess impact on Alion’s lines of business.

Provides advisory and consulting expertise to technical projects under development, acting as a recognized authority in the field.

Responsible for keeping the organization on the forefront of change through prototyping, modeling, simulation, live-virtual exercises and experimental activities.

Promotes activities to advance thought-leadership, knowledge management and collaboration.

Provides leadership in professional societies, represents the company at conferences and technical forums, and authors white papers, journal articles, texts and other publications.

Understands the integration of business and technology and relates to organizational priorities.

May investigate and evaluate potential acquisitions/divestitures, licensing opportunities, geographic expansions and joint ventures in line with the organization’s overall technical strategy and vision.

Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.

Reviews reports and briefings prepared by technical staff for quality.

Leads technical discussions for project reviews.  Prepares and delivers formal briefings.

Establishes and maintains effective relationships with customer, subcontractors, other prime contractors and other outside agencies.

Develops new business or expands business relationships with high level contacts in government and industry.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.

Complies with quality assurance and security procedures in the performance of duties.

May conduct special studies for executive management in areas such as organization’s operational effectiveness, capacity utilization and operating cost containment.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 15 years of directly related experience in a government contracting environment including supervisory/management experience.  Experience in the conduct and management of technical research and contract procurement is desired.

In some cases, educational requirements may be adjusted or waived for equivalent work experience.  Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Excellent communication, interpersonal and presentation skills.

Excellent analytical and technical ability.

Proficiency in the conduct and management of technical research essential.

Government contracting knowledge essential.

Knowledge of business development policies and procedures in a technical organization.

A security clearance of an appropriate level may be required after employment.
