Alion Corporation is searching for a Subcontract Administrator Manager with CPSR experience.

Position Summary:

The Subcontract Administrator Manager will manage cradle to grave subcontract administration functions within a CPSR compliant Purchasing System.  

Performs subcontractor negotiations, issues complex RFPs; reviews proposal submissions for compliance; analyzes proposed prices and prepares comprehensive price analyses.

Assists with the development of procurement policies, procedures, methods, operating practices, and performance standards.

Reviews and resolves all subcontract and vendors issues effecting company compliance; ensures satisfaction of legal requirements; FAR/DFAR requirements; and provides interpretation of terms and conditions.

Provides guidance to business team members and Program Managers regarding subcontract strategies, issues and compliance requirements. 

Focal point for communications with program manager and technical leads; legal, finance and business teams. Oversees the work of subordinate employees.

Specific duties, will include but are not limited to:

Act as a strategic business partner and primary resource for Group Managers; Program Managers; Operations Leads, etc.

Perform as a “Working” Manager.  Manage a portfolio of subcontract actions

Provide guidance and mentorship to lower level SCAs

Be a first-level escalation point of contact for issues

Guide team performance

Ensure workload balance within the team

Make adjustments to assignments to ensure compliance with deadlines

Attend Group-level performance/strategy meetings; capture meetings; proposal color team reviews; etc.   

Education and Experience:

Bachelor’s degree in related discipline plus 10 years with at least 2 years of supervisor/manager responsibility. Directly related experience preferably in a government contracting environment. Master’s degree or professional certification is preferred.

In some cases, educational requirements may be adjusted for additional work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.

Knowledge, Skills, Abilities

  • Knowledge of commercial law and commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement, and subcontracting.
  • Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.
  • Skilled with Microsoft Office (Word, Excel and PowerPoint).
  • Excellent communication, presentation and interpersonal skills.
  • Strong analytical abilities; detail oriented.
  • A security clearance of an appropriate level may be required after employment.
  • CPSR environment experience required.
