Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a System Administrator (SA) who leads the continuous operation of highly complex servers, networks and related infrastructure supporting information systems. Installs new software releases, patches, updates and managers the overall configuration to ensure it is up to date and secure. Develops backup and recovery procedures and disaster recovery plans.

USINDOPACOM requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements.

The position supports special projects to include programs like the US Army’s Cyber Operational Architecture Training System (COATS), which supports a critical U.S. Army experimentation, test, and training architecture environment.

The SA will also support efforts for developing simulations and simulation interfaces for training of integrated operations during Service, Joint, and Coalition exercises.  This position will routinely require work within Cyber Range environments.  Previous Cyber Range support is very desirable.  The individual will support integrating, designing, and operating a host of cyber tools and interfaces at the system administration level.

Experience with the following languages and models are highly desirable: the Cyber Reference Data Exchange Model (CyRDEM), and currency with the eXtensible Markup Language (XML) Data Exchange Model (DEM) that represents host and network cyber effects.

Duties and Responsibilities          

Leads and maintains smooth operation of highly complex multi-user computer systems, including coordination with network administrators.

Installs new software releases, system upgrades, evaluates and installs patches and resolves highly complex software related problems.

Uses systems management software to monitor servers and applications, troubleshooting problems and coordinating with other teams when problems occur.

Develops, tests and maintains a disaster recovery plan.

Supports applications development project teams with the development of test servers, testing new system configurations and consulting on difficult system performance issues.

Tests and evaluates network hardware and software to determine compatibility with current systems.

Performs equipment reviews, development of maintenance histories, management and maintenance of hardware inventories.

Supports site upgrades, site inspections, site audits, or other site evaluations.

Develops and maintains system documentation. Develops and monitors policies and standards for allocation related to the use of computing resources.

Develops network, news, and host security policies. Assigns passwords and monitors uses of resources.

Monitors network traffic and makes necessary recommendations for additional resources or hardware.

Performs system backups and recovery.

Provides work leadership to less experienced Systems Administrators.

Performs additional duties and responsibilities as assigned.

Education and Experience

Bachelor’s degree in related discipline plus 8 to 10 years of directly related experience. Master’s degree preferred.

In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

A Technical Level II (IAT Level II) certification (e.g., Security+, GISCP, GSEC, SSCP, CySA+ (formerly CSA+), or Security+ SE) is required.

A Technical Level III (IAT Level III) (e.g., CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED, or GCIH) is desired.

Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation.

Knowledge, Skills, Abilities

Excellent interpersonal skills.

Strong analytical skills and attention to detail.

Strong knowledge of the principles, practices, and procedures used in systems administration.

Related technical certifications may be required depending on special project assignments.
