Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Chief Engineer and Scientist to serve as the senior technical advisor for all technical aspects and development of innovative solutions and emerging technologies to address Command Priorities and all Lines of Operation. Requirements range across major geographic locations requiring coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements. 

The Chief Engineer and Scientist provides expert scientific advice in support of various innovation and experimentation efforts associated with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) mission areas. This individual also provides expertise and leadership to ensure that innovative technologies proposed address warfighter mission needs. This individual is the primary resource for advising senior Government leadership and decision makers on the efficacy of material and non-material innovations.  

As an expert in military and technical disciplines, possesses and applies a superior degree of ingenuity, creativity, and resourcefulness to the completion of projects of major complexity. Individual must have achieved recognized standing in a professional field through original contributions. Conducts highly complex systems engineering projects providing highly advanced research, development, design, analysis, production, implementation, and consultation. Expected to spearhead innovative solutions going beyond the existing boundaries of information for USINDOPACOM. Routinely works with national allies and coalition forces to include Japan, Thailand, Korea, and island nations across the Pacific.

Works across USINDOPACOM lines of organizations in support of program development and technical execution on technically complex high impact programs. Sets technical direction and conducts execution oversight for high visibility technically complex programs. Applies expert knowledge of scientific practices and principles in formulating or approving technical applications in broad areas of assignment. Maintains a liaison role on technical matters with staff and customers and acts independently to uncover and resolve problems associated with the development and implementation of operational programs.  Plans Research & Development programs and advocates technological application programs to achieve long-range objectives.

Advises senior management on challenging technical issues, assures the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to senior management, program, and technical staff. Establishes peer groups of senior technical staff to periodically review technical plans, results, and work products from the organization.


Oversees and performs highly complex and advanced engineering work concerned with the design, evaluation, planning, testing and operation in support of system development, engineering analysis and research for multiple programs. Originates and applies new and unique engineering methods and procedures in the areas of Military Planning and Analysis Support, Innovation Development and Testing Support, and Cyber Capability Support

Individual supports a large portfolio that touches a cross section of the command. At any given time, there are over 50 active projects requested by nearly 20 USINDOPACOM subordinate or partner organizations. These innovation efforts meet the needs of the warfighter through a rapid, cost effective, non-traditional and realistic approach to solutions. Efforts are operationally focused, realistic, statistically defensible, whole solutions involving technology, tactics, techniques and procedures (TTP) and training. Projects may also include interaction or cooperation with Indo-Pacific Theater allies.

Determines the customers position on technical issues collectively with senior engineering staff members; Serves as the senior technical authority in the application of advanced theories, concepts, principles, and processes in areas of expertise. Advises the technical staff in developing appropriate approaches to complex or technically difficult tasks.  In sensitive and critical matters, reviews and discusses the work of the technical staff to assure the technical accuracy of documentation describing a problem, the analysis, the conclusion, and the resulting recommendation.

Prepares and presents briefings to sponsors on unique technical contributions planned, in progress, or projected in Alion's support to the contract.  Conducts briefings with staff to communicate state-of-the-art developments in areas relevant to the contract.

Performs business development activities and may interface directly with senior level customer management. Works with senior management, engineers, and customer on all technical and scientific matters relating to company obligations.

Is a recognized authority across multiple areas of expertise, as evidenced by an appropriate bibliography of reports, scientific papers, designs, and/or patents. Represents the customer in outside discussions and technical forums.

Complies with all corporate and government policies and procedures, including quality assurance and security procedures in the performance of duties. Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Education and Experience (Mandatory)

  • Doctorate of Philosophy (PhD) in engineering or other scientific discipline, (Degree preferred in electrical engineering, computer science, mathematics, cyber engineering or a related discipline.)
  • Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation with SAP eligibility.
  • Five years of experience in a supervisory or management role related to DoD Strategic Planning, Operational and Functional Testing or Security Testing.
  • Must reside on Oahu, HI or be willing to relocate to Oahu, HI.

Desired Experience:

  • Fifteen years of experience working as a Senior Level Engineer or Scientist in one or more of the disciplines related to Military Planning and Analysis Support, Innovation Development and Testing Support, or Cyber Capability Support
  • Project/program engineering experience.

Knowledge, Skills, Abilities

Expert knowledge of engineering principles, methods, and techniques.

Expert knowledge of the related tools, equipment, hardware, and software.

Ability to manage multiple complex technical issues and coordinate diverse technical resources.

Excellent communication, presentation and interpersonal skills.

Must be able to travel across the INDOPACOM AOR and return for CONUS meetings approximately 30% of calendar year.
