Responsibilities/Qualification

Position Summary

Alion is seeking a Systems Engineer in support of PACFLT operations on Oahu and Kauai, Hawaii. Individual will act as a Navy technology systems engineering lead for incorporating cyber hardening concepts into existing and emerging technology programs with operational relevance in the Pacific Area of Responsibility. Efforts will focus on providing US Pacific Fleet (PACFLT) on Oahu and Pacific Missile Range Facility (PMRF) on Kauai with cyber research, development, and integration and portfolio management for new capabilities and cyber hardening. This effort also includes capability integration into PACFLT exercises for testing, operational demonstrations and mission rehearsals and transitioning data into a PACFLT/Navy Cloud. When presented with technological challenges, the Systems Engineer provides problem resolution and options based on thorough knowledge of PACFLT operations and tactics, techniques and procedures and Navy C4I systems.  As the organizational expert in the systems engineering field, the individual develops and maintains knowledge of a variety of highly complex Navy C4I technology systems. Participates in the integration of processes and methodologies to ensure performance of total systems. Works with project leads to ensure projects are designed and delivered within estimated cost, schedule, and meets or exceeds performance standards.

The System Engineer works directly with senior technical personnel, the Alion PACFLT Program Manager, Government PACFLT PM (Resource Advisor (RA)), and external organizations in the planning, oversight, execution, and evaluation of multiple complex technical solutions related to PACFLT and PMRF cyber, cloud, and modeling and simulation system and technical advancement. Applies intensive and diversified knowledge of scientific principles and practices in broad areas across one or more technical disciplines—cyber, cloud, certification and accreditation and modeling and simulation.  Maintains a liaison role for technical matters with staff and customers, and acts independently on technical issues within his/her field of expertise, Navy C4I systems.

Advises the program manager on challenging technical issues, coordinates the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to less-experienced systems engineers and other technical staff. Works within a peer group of senior technical staff to periodically review technical plans, results, and work products.

Recognized within Alion and the technical community as an authority in Navy C4I systems and cyber technology. Alion is a Research and Development corporation and this position typically publishes professional and scientific papers and potentially holds patents in related fields.

Duties and Responsibilities  

  • Performs complex and advanced engineering work in design, evaluation, planning, testing and operation in support of system development, engineering analysis and research for PACFLT and PMRF.
  • Provides technical advisory and consulting expertise to programs and projects under development, acting as a recognized authority in the cyber technology.  Provides engineering subject matter expertise, guidance and work leadership to technical staff and other internal groups for Navy C4I systems. Serves as a technical specialist for the organization in the application of advanced theories, concepts, principles, and PACFLT processes.
  • Serves as program technical team lead.  Prioritizes technical issues, plans technical approach, and works with program managers to develop schedules and staffing plans to support program delivery milestones. 
  • Supports program risk identification and management activities.  Coordinates the application of the organization’s technical resources when required. 
  • Develops and provides final technical review of major technical reports, status reports, letters, technical memoranda, contract reports and formal briefings.
  • Conducts independent technical investigations and provides impact assessments and design recommendations to clients.  Provides assurance that technical projects are performed in a technically proficient manner and ensures conclusions and recommendations are supported by the analyses presented.
  • Contributes original ideas and innovations to both solicited and unsolicited proposals that result in the expansion of ongoing programs or new program starts.  Develops related briefings and provides understandable and compelling presentations of technical ideas/proposals.
  • Complies with applicable quality and security procedures in the performance of duties.  Establishes and monitors standards for internal quality programs.  Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.
  • Performs additional duties and responsibilities as assigned.

Education and Experience

Master’s degree in engineering plus 10 to 12 years relevant work experience.  Doctorate degree preferred.  Degree(s) must be in engineering, computer science, mathematics or a related discipline.

Project engineering and Program Management experience desired.

In some cases, educational requirements may be adjusted or waived for more than 15 years of applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Knowledge, Skills, Abilities

Two (2) years of specific expertise with Navy C4I systems, network architecture, security engineering, software development, hardware integration, rapid prototyping and rapid cyber tool development desired.

Five (5) years of experience supporting the Fleet Readiness Certification Board (FRCB) desired.

Two (2) years of specific experience with Fleet and joint service technology demonstrations, Navy and Joint programs Developmental and Operational Tests, Fleet exercise support, and experience supporting Fleet operational C2 and C4IST requirements is desired.

Personnel with combined experience supporting PACFLT and PMRF highly desired.

Expert knowledge of advanced engineering principles, methods, and techniques in more than one area of expertise—cyber hardening, Navy C4I systems, NIST RMF certification and accreditation, and/or Cloud and virtualization.

Expert knowledge of relevant tools, equipment, hardware, and software.

Excellent customer and organizational level communication, presentation and interpersonal skills.

A Top Secret clearance is required at employment with SCI eligibility.
