The FST-O Exercise Team Technical Lead is a member of the Navy’s Maritime Operations Center –Exercise Support Team (MOC-EST) in support of USFF’s MOC training program.  The Exercise Tech Lead is directly responsible to the FST-O Technical Lead, Event Lead, and M&S Operations Director for specific event requirement definition inputs; schedule and resource coordination/de-confliction; allocation of technical resources across assigned FST-O events; standardization of exercise processes and procedures; fleet customer planning engagement; and oversight of the assigned exercise technical event planning, preparation, and execution.  The Exercise Tech Lead coordinates the integration of the Navy Training Baseline (NTB), Navy Trainers, and the Navy Continuous Training Environment (NCTE) for use in assigned FST-O training events.  The Tech Lead provides systems engineering solutions for the integration of live, virtual and constructive simulation technologies in support of US Fleet Forces (USFF) and the Number Fleet’s MOC training and certification requirements.  Additionally, the Tech Lead is the MOC-EST’s subject matter expert (SME) on Joint Intel systems and operations.

The Exercise Team Tech Lead performs engineering and project management activities in order to provide integrated solutions for distributed simulations and trainers operating within the Navy Continuous Training Environment (NCTE) and associated large-scale Combatant Command training events required for the assigned training event.  Additionally, the Tech Lead should understand intel collection systems, products produced, and communication paths of Joint and Navy INTEL/ISR systems.

Duties and Responsibilities

The Exercise Team Tech Lead has the following duties and responsibilities:

• Serve as Tech Lead for one of the four MOC-EST event teams and report to the overall Technical Lead for the MOC-EST FST-O training effort.  Includes technical direction and oversight of assigned specific event teams.

• Functions as project manager and lead integration engineer for projects involving integration of simulations or trainers in support of assigned MOC training events.  Responsible for all scheduling aspects and deconflicts against all other related responsibilities.  Keeps all other engineering functions within the organization (i.e. networks, operations, information assurance, software development) informed of all implications of the event to the NCTE.

• Serve as the MOC-EST’s SME for INTEL/ISR integration into core MOC training event simulations in order to tie disparate intel systems (and products) into a coherent sim-to-stim architecture. 

• Leads and coordinates for event engineering resources in cases where integration work requires additional software functionality in NCTE core simulations (e.g. JSAF, JBUS).

• Familiar with the NCTE Interoperability Standard (NIS) and as such, provides advice and guidance to external simulation/trainer engineers so they are able to create systems that function correctly within the NCTE.

• Acts as the liaison between the MOC Training Event Lead and NCTE M&S Operations Event Lead and the engineering department and is responsible for identifying and responding to simulation problems, notifying leadership of issues and coordinating with engineering resources to correct or work around the problem in order to ensure training success.

• Manage all aspects of technical integration to include integration and operation of distributed simulation systems, networks, C4I systems and related infrastructure and interfaces used to support joint and Navy training.

• Provide advice in all aspects of M&S technologies and interfaces and coordinates their use in CCMD, and Navy Fleet level training events.

Education and Experience

Bachelor's degree in Computer Science, Computer Engineering or related discipline plus 5 years of directly related experience is required. In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.  Experience working with Navy systems and/or commands desirable but not mandatory.  NCTE/JTEN and simulation experience a plus.

Knowledge Skills and Abilities

•         Experience with Joint intelligence systems and understanding of collection systems, products produced, and communication paths of Joint and Navy INTEL/ISR systems.

•         Should possess a thorough understanding of Linux and Windows operating systems and be able to use advanced capabilities of these systems

•         Networking concepts, architectures, and transport technologies like TCP/IP

•         Network troubleshooting both physical and logic

•         Ability to utilize network and distributed modeling & simulation tools such as Wireshark, PLEXSYS, and SIMDIS

•         Knowledge of Distributed Simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS)

•         Familiarization with HLA Federation Object Model (FOM) architecture and/or Object Oriented Design (OOD) concepts and techniques

•         Knowledge of Navy C4I tactical systems such as Link 16 and GCCS

•         Ability to analyze and troubleshoot distributed simulation problems and provide acceptable solutions or corrections

•         Ability to provide technical project leadership, establish milestones, estimate resources, and other project management skills

•         Must have excellent written and verbal communication skills

•         CompTIA Security + and Linux+ certifications are required for the position and special consideration may be given for candidates with these certifications.  If candidate does not already possess these certifications, training and certification exam will be provided for the right candidate.


Must currently hold and be able to maintain a US Secret clearance and be eligible for a TS/SCI clearance.
