Position Summary

USINDOPACOM’s rapid warfighting capabilities mission requires a Senior Engineer and Scientist to serve as the senior technical advisor for technical aspects and development of innovative solutions and emerging technologies to address Command Priorities and all Lines of Operation. Requirements range across major geographic locations supervising coordination of technology and/or production across multiple domestic and/or worldwide locations. USINDOPACOM is responsible for the oversight and management of over 75% of the earth from polar region to polar region inclusive of eastern Asia and the Pacific Islands. The customer desires new, innovative, advanced technologies and applications that will require advanced principles, theories, and concepts across program requirements. 

The Senior Engineer and Scientist provides the primary technical leadership for projects in support of Military Planning and Analysis Support, Innovation Development and Testing Support, and Cyber Capability Support. The Senior Engineer and Scientist will provide expert scientific advice in support of innovations and experimentation efforts associated with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) mission areas. The Senior Engineer and Scientist will provide expertise to ensure that assessment activities are rigorous, based on scientific methodology, and that results are free from bias.

As an expert in systems engineering discipline, possesses and applies an advanced knowledge of the field to the completion of projects of major complexity. Must have achieved recognized standing in a professional field through original contribution. Conducts highly complex systems engineering projects providing research, development, design, analysis, production, implementation, and consultation.

Works across organizations in support of program development and technical execution on technically complex high impact programs. Sets technical direction and conducts execution oversight for high visibility technically complex programs. Applies expert knowledge of scientific practices and principles in formulating or approving technical applications in broad areas of assignment. Maintains a liaison role on technical matters with staff and customers and acts independently on technical matters in field of expertise. Expected to spearhead innovative projects going beyond the existing boundaries of information for USINDOPACOM. Routinely works with national allies and coalition forces to include Japan, Thailand, Korea, and island nations across the Pacific.

Recognized within the technical community as an authority in multiple technical specialties related to military studies; has published numerous professional and scientific papers or patents. Advises senior management on challenging technical issues, manages the use of senior technical resources across the organization on multi-disciplinary problems, and provides technical guidance and leadership to senior management, program, and technical staff. Establishes peer groups of senior technical staff to periodically review technical plans, results, and work products from his/her project.

Duties and Responsibilities          

Oversees and performs highly complex and advanced engineering work concerned with the design, evaluation, planning, testing and operation in support of system development, engineering analysis and research for major command projects. Originates and applies new and unique engineering methods and procedures.

Individual directs individual projects that may interface across a large portfolio representing a cross section of the command. At any given time, there are over 50 active projects requested by nearly 20 USINDOPACOM subordinate or partner organizations. These innovation efforts meet the needs of the warfighter through a rapid, cost effective, non-traditional and realistic approach to solutions. Efforts are operationally focused, realistic, statistically defensible, whole solutions involving technology, tactics, techniques and procedures (TTP) and training. Projects may also include interaction or cooperation with Indo-Pacific Theater allies.

Determines the customers position on technical issues collectively with senior engineering staff members; Serves as the senior technical authority in the application of advanced theories, concepts, and principles for assigned projects. Advises the technical staff in developing appropriate approaches to complex or technically difficult projects.  In sensitive and critical matters, reviews and discusses the work of the technical staff to assure the technical accuracy of documentation describing a problem, the analysis, the conclusion, and the resulting recommendation.

Individual may have supervisory responsibilities

Prepares and presents briefings to sponsors on unique technical contributions planned, in progress, or projected for assigned projects.  Conducts briefings with staff to communicate state-of-the-art developments in areas relevant to their project.

Performs business development activities; interfaces directly with senior level customer management; Works with senior management, engineers, and customer on all technical and scientific matters relating to company obligations.

Is a recognized authority across multiple areas of expertise, as evidenced by an appropriate bibliography of reports, scientific papers, designs, and/or patents; Represents the customer in outside discussions and technical forums

Complies with all government and corporate policies and procedures, including quality assurance and security procedures in the performance of duties. Establishes and monitors standards for internal quality programs. Provides recommendations for improvements to existing quality systems or applicable company procedures and guidelines.

Performs additional duties and responsibilities as assigned.

Required Education and Experience (Mandatory)

  • Master’s (M.S.) degree in engineering, or other scientific discipline.

  • Cleared for TS Information and eligible for access to SCI by the Central Clearance Facility (CCF) based on a single scope background investigation with SAP eligibility.

  • Five years of experience in a supervisory or management role related to test and evaluation in disciplines related to two or more areas of expertise:  Military Planning and Analysis Support, Innovation Development and Testing Support, and Cyber Capability Support
  • Must reside on Oahu, HI or be willing to relocate to Oahu, HI.

Desired Experience:

  • Doctorate of Philosophy (PhD) in engineering, or other scientific discipline, Degree(s) must be in electrical engineering, computer science, mathematics, cyber engineering or a related discipline.
  • Fifteen years of experience, in a DoD setting, in roles related to engineering and science disciplines used in two or more areas of expertise: Military Planning and Analysis Support, Innovation Development and Testing Support, and Cyber Capability Support
  • Project/program engineering experience.

Knowledge, Skills, Abilities

  • Expert knowledge of engineering principles, methods, and techniques.
  • Expert knowledge of the related tools, equipment, hardware, and software.
  • Ability to manage multiple complex technical issues and coordinate diverse technical resources.
  • Excellent communication, presentation and interpersonal skills.
