Job Description

Alion's Intelligence, Surveillance, and Reconnaissance (ISR) group is seeking qualified candidates to perform day-to-day coordination and management of technical tasks. This position supports the Program Manager in supporting the Department of Defense and multiple, wide ranging government sponsors.

Position Summary
Alion Science and Technology is seeking a High Altitude Platform (HAP) Technical Project Manager (PJM).  The PJM will report to the Program Manager and interface with the government customer and program partners for the planning, execution, and analysis of HAP testing and exercise support. 

Responsibilities
• Work as a member of a small deployed team in remote locations under austere conditions to support HAP operations.
• Analyze atmospheric and geospatial data to predict flight paths, go/no-go areas, recovery points, and real-time tracking of multiple HAP platforms simultaneously. Predict winds aloft and navigate HAP payloads accordingly to achieve desired effects as designated by government personnel.
• Conduct liaison between selected atmospheric research institutes and the US Government team to apply scientific research on atmospheric weather conditions and predictions to high altitude platforms and launch implications. Supervises personnel, communicating policies, procedures, and goals to team members.
• Lead the design of a system to integrate weather data and information observed and recorded by selected meteorology service providers to determine the use of fixed and deployable meteorological sensors to measure and evaluate atmospheric and space weather conditions. Also the use of satellite and radar imagery, computer generated graphics, and weather communication equipment and instruments to analyze atmospheric and space data and information in order to forecast atmospheric and space weather conditions.
• Establishes milestones and monitors adherence to program plan and schedule, identifies program risks and provides mitigation strategies.
• Establishes and maintains effective relationships with customer and key stakeholders.
• Performs additional duties and responsibilities as assigned.

Education and Experience
• A Bachelor’s degree is required.
• Minimum of six years of work experience in a geospatial field, including management positions.
• Experience utilizing Geospatial systems for analysis and prediction and common GIS programs such as ARC-GIS and Falconview.
• Certification as a High Altitude Balloon (HAB) operator
• Proven performance in HAB operations including Command & Control, data capture, data extraction, and mission abort procedures.
• Capable of developing programs of instruction to support new/emerging Tactics, Techniques, and Procedures (TTPs) and providing or overseeing training to end users.
• Superb communication skills for a range of audiences ranging from senior government officials to entry level military personnel.
• Secret Clearance is not required upon hire, but may be required within 1 year.
• Ability to travel to customer locations as needed.  Estimated travel is 25-30%.  Deployment aboard naval vessels and OCONUS travel may be required.
