Responsibilities/Qualification

Position Summary

Technical Training Manager to support PMS 407 in monitoring, and documenting all Manpower, Personnel and Training (MPT) requirements for CG/LSD Class Phase Modernization reactivation process.  Provide program management and technical oversight for the integration of MPT requirements.  

Develop briefs, program plans, and recommendations to government senior-level staff.   Leads and/or participates in working groups, program development forums, analytical activities, training, education and other forums as required to accomplish contract requirements. 

Duties and Responsibilities           

Review, assess, and oversee various MPT products and processes to include:
•    Front End Analysis (FEA)
•    Manpower Estimate Report (MER)
•    Billet Training Profiles (BTP)
•    Navy Training System Plan (NTSP)
•    Crew Scheduling and Phasing Plan (CSPP)

Review NTSPs and Billet Training Profiles (BTPs) to ensure coverage of training products for reactivation.

Assist the ship’s Commanding Officer in assessing crew training requirements.

Assist in coordinating with TYCOM and NPC PERS-4 to ensure all incoming officers and enlisted personnel attend the proper schools and attain all required Officer Additional Qualification Designations (AQD) and Enlisted Navy Enlisted Classification Codes (NECs).

Have an active role in coordinating the Basic Phase training requirements and crew certification events to include re-implementing all training programs such as Personal Qualification System (PQS) programs.

Tracks and manages workload and status of all relative products.

Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

Maintains and complies with security procedures in the performance of duties.

Computer literate and proficiency in Microsoft applications.

Excellent communication, interpersonal and presentation skills.

Performs additional duties and responsibilities as assigned.

Conducts research into new training, education, and multimedia technologies.

Education and Experience

Bachelor’s degree in related discipline plus more than 5-7 years of directly related experience including supervisory/management experience. 

Educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by 
market survey data.

Ship pre-commissioning/reactivation experience is highly desired.

Former Training Officers, DESRON/PHIBRON staff experience are highly encouraged to apply. 

Knowledge, Skills, Abilities

Advanced knowledge of the practices, procedures, and processes of training and development.

Excellent written, verbal and presentation skills and must be comfortable communicating with technical staff of varying skill levels. 

An active SECRET security clearance is required.
