Job Description

Position Summary:

As part of an integrated team, the Policy Technical Writer will set and communicate whole of government information technology (IT) standards and rules for the agency which will ultimately shape behavior.  Will research subject matter, organize information from multiple sources, and express technical information in written form.  The Policy Technical Writer will primarily:

  • Develop a policy strategy for the IT component of the agency.
  • Develop and maintain a policy tree hierarchy of directives, instructions, guidebooks, SOPs, and other IT management reference artifacts. 
  • Conduct research and analysis and stay in synchronization with IT management efforts in order to make recommended policy changes. 
  • Draft, expand, refine, and edit technical concepts or solutions into easy to read, comprehensive, compliant and compelling documents.
  • Apply DoD and agency templates and style standards. 
  • Maintain archival copies of policy documents consistent with DSCA Records Management requirements if applicable.

Duties and Responsibilities:

  • Compose, maintain, and clarify the IT policies and procedures of PfM while ensuring that all updates, revisions, and deletions are recorded and easily accessible.
  • Ensure all policy is not contradictory to any agency or DoD issuances, guidelines, or objectives. This includes ensuring that policy is both aligned with agency and DoD mission and strategy.
  • Ensure that procedures and policies are understood by and assimilated within the agency or the security cooperation community.
  • Maintain records of any policy changes and synchronize changes with the Security Assistance Management Manual (SAMM).
  • Maintain a policy tree hierarchy of directives, instructions, and procedure documents.
  • Conduct the technical writing for final reports, procedures, white papers, and other technical artifacts.
  • Guide the management team and assist team members in implementing DoD and agency templates and best practices.
  • Attend relevant technical meetings and perform assigned tasks as required.
  • Other duties and responsibilities as assigned.


Qualifications

  • Required:
    • Five years of experience writing policy and procedure documents
    • Three years of experience in DoD
    • Bachelor's degree or equivalent training and/or experience
    • Strong written and verbal communications skills.
  • Preferred
    • Experience in writing IT and Budget technical subject matter.
