Responsibilities/Qualification

Summary

The Test Engineer is responsible for assisting the Test and Evaluation (T&E) Manager with developing and executing the test plan for a complex Navy prototype system. This includes developing plans and procedures for all phases of the project from component to sub-system to system-wide and operational testing.

Under limited supervision, the Test Engineer designs and develops moderately complex engineering standards and tests to evaluate the function of products and systems. Develops and implements procedures for product testing, reviews and evaluates test results, and recommends production or design changes to ensure quality and performance standards.

Responsibilities

Assist the Test and Evaluation (T&E) Manager to plan, develop, coordinate, and implement the Test and Evaluation Master Plan (TEMP) for a Navy autonomous prototype technology advancement program.

Coordinate and develop test schedules, test execution plans, and prepare test results for all systems.

Coordinate the Test Readiness Reviews and related documentation.  Coordinate test execution.   

Defines, documents, analyzes, performs, and interprets complex developmental tests for new and/or modified products or product components. Devises and applies testing procedures for parts or subassemblies received from outside vendors. Participates in the development, maintenance and refinement of internal quality control and reliability programs.

Evaluates T&E progress and results, and recommends new methods to improve project design, procedures and performance.

Plans, develops, coordinates, and implements complex test engineering projects. Ensures the technical accuracy of the results obtained.

Prepares and assists others in the development of status reports, letters, technical memoranda, contact reports, technical analyses or other outputs needed. Prepares and provides briefings to staff and customers and participates in technical discussions at project review sessions.

Performs additional duties and responsibilities as assigned.

Education and qualifications

Requires Bachelor’s degree in engineering and 5 years of relevant test management experience.

An active Secret clearance is required. 

Strong background in C2 system selection, implementation, and testing. Prior experience with C3 systems including combat, navigation, and communications, as well as unmanned surface vehicles desired. Familiar with standard Navy communications systems – terrestrial and satellite (UHF, IBS, EHF, DAMA, Link-16 etc.) and with commercial LOS and BLOS data communications systems suitable for shipboard use a plus.  Experience with Naval/DOD/DHS C2 architecture requirements and design

Test plan design and development experience including objectives, measurements and analysis required. Knowledge of the Navy principles, practices, and procedures used in test engineering.  Experience conducting T&E of R&D and prototype systems desired. 

Experience with rapid development and prototyping. Strong analytical skills and attention to detail. Excellent communication and interpersonal skills. Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.
