POSITION SUMMARY:

The incumbent serves as the Manpower Support Analyst for the Training & Manpower IPT, Logistics & Support Products Directorate, Joint Strike Fighter Program Office (JSFPO), Washington, DC.   The purpose of the T&M IPT is to develop and deliver the complete training system for all Service variants.  The JSF Training System shall provide an affordable and executable solution to JSF training, which provides the right number of people with the appropriate skills to safely, effectively and efficiently operate and maintain the JSF air system.  Primary IPT task responsibilities include planning programming, and budgeting, requirements analysis, cost analysis, technical planning, new technology/process analysis and identification, Risk identification and management, acquisition support, and management of contractor/government analysis and studies.

DUTIES:

  • Supports the Program Manger in the performance and risk of all developmental activities by the air system contractor (ASC) & Propulsion System Contractor (PSC) in terms of cost, schedule, and performance. 
  • Ensures that all program participants, both Government, ASC, and PSC organizations, and program personnel are advised of the status and progress of work efforts under the incumbent's cognizance. 
  • Support in evaluating program documentation to ensure that the needs of the program are consistent with sound business practices and the degree of risk involved.  Synthesizes critical management issues, documentation, and relevant information to support program reviews.
  • Integrate resource requirements with multi-year acquisition and support plans to support the POM and budget inputs.  Evaluates the impact of new resource levels, such as budget cuts or increases.  Updates estimates of resource requirements to take into account new or revised objectives, technical capabilities, new acquisition strategies, and other such factors. 
  • Analyzes all changes that have an impact on the acquisition and develops responsive and effective changes in plans and strategies.
  • Quantify potential manpower savings provided by improved Reliability and Maintainability and the introduction of advanced technologies
  • Analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management.
  • The incumbent must be knowledgeable of a wide range of non-scientific information in the form of Federal Acquisition Regulations, joint military and commercial standards, joint service policies, directives, and instructions and must be able to determine the applicability of these documents to assignments.
  • Coordinate with service manpower organizations (i.e. Bureau of Naval Personnel) to identify new ratings/skill codes or consolidation of existing ratings/skill codes and force levels necessary to support JSF weapon system.
  • Provide common understanding of legacy trade and rank structures across the Services and National boundaries.
  • Provide expertise and support to the F-35 Site Activation process and coordinate Squadron, Wing and Base level manpower requirements for the standup of base operations and the introduction of F-35 into Service and Partner nation operational locations.

  DELIVERABLES:

  • Knowledge of the principles, policies, and practices of system acquisition and program management to plan, organize, and manage critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
  • Knowledge of manpower rank and trade system structure and the impact on training curriculum/systems design and supportability.
  • Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition.
  • Ability to gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management.

QUALIFICATIONS:

Required:

  • Bachelor's degree plus 5 years experience
  • Active Secret Clearance
  • Experience with Microsoft Office products
  • Excellent communication skills

TRAVEL REQUIREMENTS: Frequent CONUS and OCONUS travel (1-2 trips per month) to various government and partner military installations.

  • Experience Developing Acquisition Programs
  • Major Defense Acquisition Program (MDAP) experience
