Responsibilities/Qualification

 

Position Summary:

  • Manage the transition of one or more programs from the Air Force Research Laboratory (AFRL) 711HPW/RHAS to other government organizations.  Interface between Air Force Research Laboratory (AFRL) 711HPW/RHAS government and contractor personnel and other government organizations.  Programs may include Joint Theater Air Ground Simulation System (JTAGGS) and/or Air Support Operations Center (ASOC) / Joint Terminal Attack and Control(JTAC). 
  • Management will include all transition-related activities, including planning, creating roadmaps, schedules, transition-related cost estimation, security requirements, and overall execution management of the transition. 
  • Assist transitionee organization with crafting of requisite program descriptions and justifications. 
  • Create presentations, brief, and discuss transition requirements, status, and related information to AFRL and transitionee organizations. 
  • (Position is for government advisory and assistance services to AFRL and does not entail management, costing, or evaluation of Alion or Alion personnel.)

Required Education and Experience:

  • Bachelor's degree in engineering, science, or related technical discipline plus 10 years’ experience

OR

  • Master's degree plus 8 years of experience in a technical position.

Desired Education and Experience:

  • JTAGGS or ASOC/JTAC experience

General responsibilities

  • Manage resources and activities; define technical approaches to be implemented by others.
  • Prepare and delivers presentations to colleagues, subordinates, and government representatives. Responsible for the cost, schedule, and technical performance on assigned program from inception through completion.
  • Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.
  • Develop and monitor program plan including time and cost estimates.
  • Ensures project outputs are delivered on schedule and within funding.
  • Establish milestones and monitor adherence to program plan and schedule, identify program problems, and obtain solutions, such as allocation of resources or changing contractual specifications.
  • Review reports and briefings prepared by technical staff for quality.
  • Lead technical discussions for project reviews.
  • Prepare and deliver formal briefings.
  • Ensure that appropriate training is delivered to program staff.
  • Establish and maintain effective relationships with customer, subcontractors, other prime contractors and other outside agencies.
  • Act as primary customer contact for program activities.
  • Regularly meet with and update the customer on project status.
  • Lead program review sessions with customer to discuss cost, schedule, and technical performance.
