Responsibilities/Qualification

Position Summary

Under limited supervision, responsible for a broad range of complex process and product related activities supporting internal operations and supplier qualifications. Ensures control and improvement of products and processes through the development of standards and procedures. Defines and develops quality standards for receiving, in-processing and final inspection in accordance with company and contractual requirements.  Reviews and evaluates complex in-process rejections and implements corrective action as needed. 

Duties and Responsibilities

  • Develops, applies and maintains quality requirements and standards for complex development and manufacturing products.
  • Interfaces with customers, vendors and various company departments to resolve quality problems and provide information.
  • Develops, evaluates, revises, and applies technical quality assurance protocols/methods to inspect and test in-process raw materials, production equipment, and finished products.
  • Ensures activities and items are in compliance with both company quality assurance standards, industry standards (such as ISO and GMPs) and applicable government regulations. Participates in and may lead audits. 
  • Performs analysis and identifies trends in the inspection of finished products, in-process materials and bulk raw materials, and recommends corrective actions when necessary.
  • Reviews customers purchase orders, contracts and change requests and ensures that the necessary criteria and provisions are included in quality and process plans.
  • Evaluates and analyzes the efforts in organizing, documenting, and interpreting inspection support documents and records.
  • Plans, develops, coordinates, and implements complex engineering projects. Ensures the technical accuracy of the results obtained.
  • Performs complex analysis and trouble-shooting.
  • Evaluates progress and results of project and recommends new methods to improve project design, procedures and performance.
  • Identifies opportunities for new program initiatives and follow-on tasking for current projects and participates in proposal efforts.
  • Carries out complex assignments requiring the development of new research concepts or improvement of current techniques and procedures.
  • Acts as liaison with other departments, divisions, and organizations.
  • Regularly participates in the activities of professional societies.
  • Develops and maintains frequent contacts with customers including those at levels above the project monitor.
  • Prepares and assists others in the development of status reports, letters, technical memoranda, contact reports, technical analyses or other outputs needed.
  • Prepares and provides formal briefings to staff and customers and participates in technical discussions at project review sessions and in negotiations with the customer.
  • Conduct mechanical and electrical inspections of Torpedo, UUV, their support equipment and other similar systems to verify that these systems conform to the established functional and physical baselines.
  • Monitor  and analyze the Failure Analysis Report (FAR) Database for technical accuracy and completeness and impact to the engineering baseline, test procedures/methods, manufacturer processes, specifications, standards and logistics.
  • Will be part of a team of contractors providing torpedo and UUV program technical support at Naval Undersea Warfare Center Newport, RI.
  • Provides guidance to less experienced Quality Engineers.
  • Performs additional duties and responsibilities as assigned.





Qualifications

Education and Experience

  • Bachelors degree in engineering or a related scientific discipline plus at least 5 to 7 years of directly related experience or a Masters degree and 3 years of experience.In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Project management experience.


Knowledge, Skills, Abilities

  • Strong orientation and a proven track record in the use of statistical techniques to characterize, prioritize, monitor and improve performance.
  • Excellent communication, presentation and interpersonal skills.
  • Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.
  • Knowledge of the principles, practices, and procedures used in quality engineering.
  • Knowledge of torpedo and UUV systems desired.
  • Familiarity with Demilitarization (DEMIL) processes of DoDM 4160.28 and related areas including Trade Security Controls (TSC) desired.
  • A security clearance of an appropriate level may be required after employment.
