UXO QC Safety Officer

Job Summary

Provides technical Quality Control/Quality Assurance and Safety oversight for UXO personnel conducting operational range clearances, processing and documentation of Material Potentially Presenting an Explosive Hazard (MPPEH) and other contract required explosives related operations.

Develops and implements an approved explosives and UXO health and safety program in accordance with (IAW) applicable DoD policy and federal, state, and local health and safety statutes, regulations and codes.

Analyzes operational and explosive hazard risks, and assists UXO personnel with risk hazard analysis documentation.

Verifies and enforces personnel limits and safety exclusion zones for explosives related operations.

Ensures all protective works and equipment used within the exclusion zone are operated in compliance with all applicable DoD policy, DDESB approvals, and federal, state, and local health and safety statutes, regulations and codes.

Conducts, documents, and reports the results of safety audits/inspections to ensure compliance with all applicable explosives safety policies, standards, regulations and codes

Develops and implements the UXO-specific sections of the Quality Control Program Plan for all explosive related operations.

Conducts and documents quality assurance/control audits of all explosive operations for compliance with established procedures.

Identifies, documents, reports and ensures completion of all corrective actions to ensure all explosive operations comply with requirements.

Monitors and may assist UXO personnel with searching for, gaining access to, identifying, classifying U.S. and foreign guided missiles, bombs and bomb fuses, projectiles and projectile fuses, grenades and grenade fuses, rockets and rocket fuses, land mines and associated components, pyrotechnic items, military explosives, demolition materials, and the location of subsurface UXO using military and/or civilian magnetometers.

Observes the excavation and recovery of subsurface UXO, construction of UXO-related protective works, the location of surface UXO by visual means, preparation of an UXO disposal site for the disposal of UXO by detonation; the donning and doffing of personal protective equipment, operation of personnel decontamination stations, and maintenance and operator checks of all team equipment assuring compliance with federal, state, and local laws.

Monitors and documents UXO-related safety inspections and prepares quality control reports.

Observes the segregation of UXO-related scrap from range debris, safe explosive handling procedures, certifies MPPEH as safe for final disposition, team preventive medicine, and field sanitation procedures.

Monitors and documents inspections of the UXO Personnel Conventional Ammunition and Explosives Handling Qualification and Certification (QUAL/CERT) Program IAW OPNAVINST 8023.24 (series).

Authorized and expected to report any quality, safety or environmental concerns directly to the CTTR Quality Assurance/Safety, Health and Environmental Manager and Contract Site Manager.

Perform all other position related duties as assigned or requested.

Work Environment, Physical Demands, and Mental Demands:

May involve work typical office environment with no unusual hazards, sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills and must be able to work under deadlines. May involve work in different environments (labs, outside locations, etc.) Works in proximity to toxic chemical munitions. May enter areas containing explosive devices, toxic chemicals or chemical munitions. Work occasionally involves standing for long periods. May lift up to 50 pounds. May require work in high temperature, dusty or confined areas. May require work using and/or wearing protective equipment. Must be able to acknowledge and respond to Emergency lights and sirens and be capable of wearing a protective mask.

Minimum Requirements

Minimum Education Level

High school diploma or equivalent.

Graduate from a military Explosive Ordnance Disposal (EOD) school

Minimum Experience Requirements

Ten years’ experience in explosive ordnance recognition, handling, retrieval, and disposal.

Eight years’ experience in all phases of range clearances or munitions response actions.

Five years’ experience in UXO supervisory positions.

Experience in managing an Explosive Safety Program.

Ability to read and write UXO technical documents to include Standard Operating Procedures (SOP’s) and Work Instructions.

Familiarity with DoD, DoN, Range Sustainment and AA&E directives and instructions.

Proficient in Microsoft Office products, hand held GPS hardware and supporting software. i.e. Map source, ArcGIS, EOD TDA , ArcPAD, AEODOPS.

Ability to speak, read, and writes English.

Minimum Position-Specific Training Required Must be trained and qualified/certified in accordance with Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18, Minimum Qualifications for Unexploded Ordnance (UXO) Technicians and Personnel

Citizenship and Security Clearance Requirements

Required to be a US Citizen

Required to possess and maintain an active Secret Security Clearance

Required to possess a valid state Driver’s License

Certification Requirements

Must obtain and maintain Medical Examiner’s Certificate in accordance with 49 CFR 391.41.

Must maintain current CPR/First Aid certification.

Possess a 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.

Possess an 8 Hour HAZWOPER Supervisor certification.

Possess Quality Control training certification
